The Commissioner of Official Languages is mandated by Parliament. He is therefore independent from the government, but his staff are members of the federal public service and benefit from all the related advantages, including flexible work, competitive salaries and professional development.
The OCOL is a small organization of 160 employees that offers flexible work arrangements (e.g., telework) and a positive, collaborative and bilingual work environment.
As of October 3, 2022, the organization has adopted a hybrid work environment, which is an approach to work that allows employees, where possible and with management approval, to work from different locations, such as the designated position location or the residence location.
As part of this process, the positions to be filled are located at 30 Victoria Street in Gatineau (designated position location). Candidates who are appointed will be required to report to the designated work location in accordance with the Common Hybrid Working Model for the Federal Public Service (https://www.canada.ca/en/government/publicservice/staffing/common-hybrid-work-model-federal-public-service.html) and the Organizational Guidelines for Telework.
During the pandemic, OCOL switched to a modified activity-based workplace design, where most employees are no longer assigned to a specific workstation (cubicle). OCOL’s office space has therefore been reorganized to optimize in-person work by focusing on developing strong and healthy interpersonal relationships, maintaining team unity, and sharing knowledge and experiences in informal settings. The office space has quiet rooms, meeting rooms and many collaborative areas for teamwork. Employees have laptops, and Wi-Fi access is available throughout the office. The eco friendly building is close to public transit, parking, bike and walking paths, shops and services. The building also offers indoor bike storage and changing rooms with showers.
OCOL administers the compensation of employees directly in its offices in Gatineau. Therefore, it is not serviced by the Pay Centre in Miramichi. In this regard, all compensation transactions are carried out on site.
The intent is to staff multiple positions with various tenures.
A pool of qualified candidates resulting from this process may be established and used to fill this position and similar positions with various tenures and security requirements. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act may use this staffing process to appoint a candidate to its organization in a similar position if a pool is created with the approval of the manager in consultation with Human Resources.

EDUCATION:
- A secondary school diploma or an acceptable combination of education, training and/or experience.
EXPERIENCE:
- Recent and significant* experience in gathering, and analyzing information.
- Recent and significant* experience in preparing written material such as briefings, reports, recommendations and/or presentations.
- Experience establishing relationships with partners, stakeholders or clients.
DEFINITION:
*Recent and significant” is defined as the depth and breadth of experience normally associated with full-time performance of duties for approximately 2 years in the last 4 years.
ASSET QUALIFICATIONS
EDUCATION:
- Degree from a recognized post-secondary institution or a satisfactory score on the Public Service Commission (PSC) General Competency Test: Level 2 (GCT2-314).
EXPERIENCE:
- Experience in conducting investigations.
- Experience in conducting audits.
- Experience in program evaluation.
- Experience working in the field of official languages.

TRAVEL RELATED TO THE SELECTION OR APPOINTMENT PROCESS: Please note that candidates (including employees of the Public Service) will not be considered to be in travel status or on government business and that travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs. Minimal reimbursement of relocation expenses could be offered if the selected candidate moves as a result of an employment offer.

A written test and an interview may be administered. Interviews may be conducted in person, by phone, or by videoconference.
Reference checks may be sought and used to validate and/or obtain more information.
A top-down approach and/or random selection may be invoked at any stage in this process to limit numbers of candidates, or for appointment purposes.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
