The Grants and Contributions Management Bureau is made up of various divisions: Fiduciary Risk, Audit and Fraud, Financial Advisory Services, Program Services, Financial Policy, and Office of Innovative Finance. In turn, the Fiduciary Risk, Compliance and Fraud Division of the Management of Grants & Contributions Bureau, is comprised of four Units: Financial Compliance (FCU), Financial Risk Assessment (FRAU), Fraud Management (FMU), and Fiduciary Risk and Practices Development (FRPD). Each team includes dynamic, motivated and positive individuals, always looking for opportunities to improve and innovate our tools and processes. They pride themselves on delivering quality work, assuring the Department's Chief Financial Officer that funds provided to organizations are used for their intended purposes, in accordance with the terms of their financial instrument, and provide value for money.
This job poster may be used to fill jobs at the FI-03 level within four units: FCU, FRAU, FMU and the Financial Advisory Services (FA) team. The FCU is notably responsible for the planning and coordination of activities to strengthen the financial capacity of our partner organizations, and the development and implementation of the annual audit plan. FRAU is responsible for assessing the financial viability and financial management capacity of organizations receiving funding from GAC, as well as coordinating Comprehensive Partner Assessments. FMU manages all Grants and Contributions allegations or actual cases of misuse of funds, fraud, bribery, corruption or financial irregularities which may involve the Department’s funding or which could put the Department’s funding at risk. The FA team is responsible for providing due diligence on initiatives requiring an initiative assessment, reviewing and supporting budget negotiation, and providing financial advice related to instruments. EDUCATION
• Recognized Chartered Professional Accountant (CPA) designation in Canada
EXPERIENCE
• Significant* experience in completing audits in accordance with Canadian Auditing Standards (CAS) of not-for-profit organizations, for-profit organizations, or crown corporations and agencies.
• Considerable** experience in performing detailed review of documentation related to audits, prepared by peers or staff.
*Significant will be evaluated in terms of length, complexity and diversity of work experience that was a core part of the candidate’s employment and would have normally been obtained through approximately four (4) years of experience in the last ten (10) years.

ASSET QUALIFICATIONS
• Recognized Certified Fraud Examiner (CFE) designation in Canada.
• Considerable** experience in performing financial statements ratio analysis of not-for-profit or for-profit organizations.
• Experience in working for a not-for-profit organization preparing financial statements.
• Significant* experience in conducting compliance audits in accordance with CAS.
• Experience in conducting audits overseas in accordance with CAS.
• Experience in supervising and directing teams (minimum three (3) people) on a consistent basis over a minimum of two (2) years.
• Experience in providing advice to senior management of the Department or partner organizations on good governance and management practices.
• Experience with Microsoft Access (i.e. creating fields, forms, queries).
• Experience in using the advanced functions of Excel (i.e. macros, pivot tables, conditional formatting).
• Experience in data analytics techniques (including data extraction, transformation and load, validation, data exploration, design and evaluation of models).
