Duties

STREAM 1 - Forensic Laboratory Operations Manager:
• Manages the daily operations of a forensic science databasing laboratory that delivers investigative, consultative and other specialized services to the police enforcement community, criminal justice system and other government agencies.
• Manages the human, financial and physical resources for a group of 15-25 professional specialists, technicians and support staff.
• Develops laboratory business plans and performance management frameworks in accordance with FS&IS and RCMP strategic priorities and objectives.
• Manages strategic alliances and partnerships at the local, provincial, national and international levels.
• Coordinates, manages and provides direction to advance and enhance laboratory activities, services and overall program results.
• Coordinates, manages and provides direction regarding the development of performance management, performance measurement and quality management processes and mechanisms to advance and enhance laboratory activities, services and overall program results.

STREAM 2 - Forensic Laboratory Program Manager:
• Provides expert advice and guidance to senior RCMP managers; and to federal government senior managers, officials and advisory committees on the need for legislative and policy changes; and on the development of new legislation and policies in order to improve workflow processes to respond to events.
• Manages the human, financial and physical resources for a group of 3-5 professional specialists, technicians and support staff.
• Develops national program plans and performance management frameworks in accordance with FS&IS and RCMP strategic priorities and objectives.
• Identifies, investigates and addresses current and future operational or program problems, concerns and deficiencies; develops protocols and procedures and strengthens capabilities to respond to and to handle emergencies (e.g. biological events).
• Monitors new technologies and methodologies in the international forensic community for potential program implementation and directs research and development of new applications, technologies and workflow.
• Manages strategic alliances and partnerships at the local, provincial, national and international levels.

Work environment

Work is normally conducted in a laboratory environment where there is exposure to a variety of occupational hazards (biological, chemical, physical), some of which are not readily identifiable and as such an awareness of these risks must be maintained and appropriate safety procedures observed. As part of the criminal and humanitarian investigation process, there is lack of control over the pace of work and there is no tolerance for error.

Intent of the process

The immediate need is to staff two positions on an indeterminate basis, with various linguistic profiles and a Secret security clearance.

A pool of candidates may be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with various linguistic profiles and various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

* Recent is defined as the breadth, depth, and complexity of experience normally associated with the regular performance of the tasks for a period of at least three (3)years over the last five (5) years.
**Senior Management is defined as Director General, Director, Inspectors and Superintendent level and above, and also includes General Managers and Program Managers.

STREAM 2:
EX3. Significant experience* in the management of a science based organization including significant experience in an accredited laboratory environment.
EX4. Significant experience* in providing strategic advice on complex scientific issues and recommendations to senior management**.
EX5. Experience in writing complex documents such as policy, strategic plans, corporate planning & priorities, audit, and program reviews.

*Significant experience is defined as the breadth, depth, and complexity of experience normally associated with full time performance of tasks for a period of two (2) years.
**Senior Management is defined as Director General, Directors, Inspectors and Superintendent Level and above, and includes General Managers and Program Managers.

Knowledge (ALL STREAMS):
K1. Knowledge of the mandate and priorities of the Forensic Science and Identification Services, the National DNA Data Bank and the National Missing Persons DNA Program
K2. Knowledge of methods, techniques, practices and workflows related to forensic DNA analysis

STREAM 2:
K3. Knowledge of quality management systems relevant to a laboratory

Knowledge of Canadian laws and regulations with respect to the DNA Identification Act and the DNA Identification Regulations
