As announced by the Treasury Board of Canada, Indigenous Services Canada employees are expected to perform their duties from a government of Canada physical workplace at least 2–3 days each week, or 40–60% of their regular schedule.

Duties

The duties of this position include:
• Working with Inuit and federal partners to co-create an economic development strategy and expand economic development for Inuit Nunangat as part of the Inuit Crown Partnership Committee’s Economic Development and Procurement Working Group;
• Managing, or assisting in the management of, funding for economic development projects related to federal procurement in Nunavut;
• Leading outreach to Inuit businesses related to fulfilling Article 24 of the Nunavut Agreement which concerns federal procurement in Nunavut; and,
• Travel to Nunavut including both regional centres and smaller communities.

Work environment

Who are we?
The Business Development Directorate at ISC is responsible for suite of programing to advance economic reconciliation for Indigenous peoples across Canada. This includes work to implement Article 24 of the Nunavut Agreement and an economic development Task Team that is part of the Inuit Crown-Partnership Committee.

Intent of the process

The immediate intent of this poster is to fill (1) EC-06 position indeterminately with linguistic profile: English essential.

A pool of qualified candidates may be established and may be used to staff similar positions at this group and level with various language requirements (English Essential, French Essential, or Bilingual Imperative BBB/BBB; CBC/CBC), various security requirements (Secret / Reliability), various conditions of employment as well as various tenures (acting, assignment/secondment, deployment, specified period and/or indeterminate) within Indigenous Services Canada.

Education:
A baccalaureate (no particular field of study) and a master’s degree in economics, business administration, or commerce.

Degree equivalency

Experience:
E1. A minimum of four (4) years’ experience working on economic development.
E2. Experience in preparing written documents, including recommendations for senior management*, such as reports, briefing notes, and presentations.
E3. Significant experience** in conducting research or analysis on complex economic issues***.
E4. Experience in development of policy or institutional strategy in collaboration with internal or external partners.
E5. Experience working on horizontal teams, and internal or external working groups.

Definition:
*Within the public service, “senior management” means director level and above; outside the public sector, it would include any type of executive-level decision-making person.
**Significant means: covering a period of approximately 2 years and which has depth and breadth normally associated with full-time performance of related duties.
***Complex issues are defined as those involving multiple sub-issues or related issues, multiple stakeholders, critical timelines, a high degree of visibility or political sensitivity and having a major impact on the department, government or the public.
