As the data specialist, the incumbent will lead, develop and implement the Corporate Secretariat’s priorities related to, but not limited to data, information management and digital enablement of business processes. They will be responsible for applying their data analytics skills and experience to build tactical plans and tools to support evidence-based decision making in the Bureau.
Additional duties will include engaging, consulting and prioritizing data and digital priorities with the bureaus’ digital stewards and other related department stakeholders. This includes liaising with other bureaus and subject matter experts such as the information management and information technology architects, data scientists, business intelligence analysts, and others supporting the team.
The incumbent will also work with the Deputy Director on a business and digital transformation project and management of project priorities including the review and oversight of project deliverables.
The role will also require the incumbent to build and nurture digital and data analytics capacity within the bureau. They will facilitate learning opportunities to build data and digital skills with learning stakeholders both in the department, the Government of Canada and experts in the industry.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
• Experience providing recommendations to senior management** in one or more of the following areas:
o Data architecture and structure
o Implementation of data tools
o Data policy
o Data innovation
• Significant* experience applying and interpreting data policy.
• Significant* experience consulting with stakeholders in order to gather and prioritize business requirements.
• Significant* experience supporting technology design or digital enablement.
*Significant experience is defined as having the depth and breadth of experience generally acquired through the performance of the duties for a minimum period of two (2) years.
**Senior management is defined as director level and above, or equivalent.

• Experience using data analytics or visualization software such as Power BI, Tableau, Cognos and/or Python
• Experience in applying design thinking and agile project management to technology initiatives or digitally enabled transformation.

Depending on the number of applicants, volume management strategies such as application of asset criteria, top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications.
