Environment and Climate Change Canada’s Enforcement Branch ensures that organizations and individuals respect laws administered by Environment and Climate Change Canada that protect the natural environment, its biodiversity and the health of Canadians.
These laws aim to reduce damage and threats to the environment, its ecosystems and its biodiversity for the benefit of all Canadians and the international community. Environmental Enforcement Officers enforce the Environmental Protection Act and the pollution prevention provisions of the Fisheries Act, and their duties include:

• Conducting inspections to ensure compliance with federal environmental laws. Inspections can take place in a variety indoor or outdoor environments, including remote outdoor locations requiring access by boat, aircraft, or all-terrain vehicle;
• Conducting investigations into alleged violations of federal environmental laws, including taking statements from witnesses or accused persons, preparing and executing search warrants, reviewing and assessing evidence, and preparing court briefs.
• Working with internal and external clients and stakeholders, partner law enforcement and regulatory enforcement agencies, and the Public Prosecution Service of Canada.

Environmental Enforcement Officers are required to wear uniforms and carry officer safety equipment (such as: duty belt, body armour, hand cuffs, baton and prohibited weapons such as OC spray).
Environmental Enforcement Officers work in both indoor and outdoor environments, and in all climates. Enforcement Officers must be skilled communicators capable of working effectively with clients, stakeholders, and partners - sometimes in stressful and time-sensitive situations where there is danger to the environment, human life or health, when the illegal release of a regulated substance has occurred or is about to occur.

Intent of the process

The intent of this selection process is to permanently staff GT-04 positions as part of the Environment and Climate Change Canada’s Enforcement Officer Development Program in various locations across Canada.

A pool of qualified candidates may be created and may be used to staff identical or similar positions at Environment and Climate Change Canada (ECCC) with various linguistic profiles and requirements (English essential, French essential, English or French essential, bilingual imperative BBB/BBB or CBC/CBC) in various locations across Canada.

Secret security clearance

CONDITIONS OF EMPLOYMENT:

Must obtain and maintain Secret security clearance.
Must successfully complete all stages of designation training, which may require being away from home for several weeks at a time.
Must be willing to complete necessary training to maintain and upgrade knowledge, skills, and abilities required for position.
Must participate in the Enforcement Officer Development Program of ECCC Enforcement Branch*
* NOTE: The Enforcement Officer Development Program of the Enforcement Branch and required training are held during the GT-04 employment period. The successful completion of the program and the training is a preliminary condition of employment to be promoted at the GT-05 level. For candidates hired from outside of the federal government, the probationary period ends when the candidate achieves promotion at the GT-05 level.
Must be willing to obtain and maintain First Aid and cardiopulmonary resuscitation (CPR) training.
Must hold and maintain a valid driver’s license.
Must successfully complete an occupational health assessment, including both physical and psychological evaluations, and meet these requirements at all time.
Must be willing to wear departmental uniform, body armour, and officer safety equipment, including restricted weapon.
Must be able to successfully complete basic training and use of force recertification as required, in accordance with the directives.
Must be willing to travel by small vessel, aircraft, off-road vehicle, and travel over rough terrain and water.
Must be willing, as required, to be on call, work weekends, and/or statutory holidays and provincial/territorial holidays, irregular hours, shift work, and overtime as required and must be available to do so.
Must provide a full set of fingerprints.
Consent to systematic checks of criminal record.
Must be willing and able to travel.
