How can you apply?
We are taking a simplified approach for you to apply to this process. To apply for this process, you:
• Don’t need to provide a cover letter (just a résumé);

You will be required to complete an online experience questionnaire when you apply. The information you provide in the questionnaire must be true. You must respond to all statements in all categories in order to proceed to the next steps.
When answering the screening questions you must provide concrete and detailed examples to clearly demonstrate how you meet the qualification. We can’t make any assumptions about your experience. Simply saying you have the required qualifications or listing your current duties is not enough. Instead, provide concrete and detailed examples that clearly explain where, when, and how you gained the experience. We’ll only use your résumé as a secondary source of information. The breadth and depth of experience may be considered during screening, assessment and/or selection of candidates.
• Coordinates and leads the activities of multi-disciplinary project teams conducting PHAC/HC, and interdepartmental, evaluations to evaluate the relevance and performance of existing programs, policies and initiatives, and to provide advice to the Evaluation Manager, Executive Director, Director General and senior management. Formulates evaluation project plans and recommends the objectives, scope, schedules, budgets, criteria, methodologies, data gathering instruments and terms of reference of studies.
• Leads evaluation projects, determines schedules and assigns activities, coordinates and monitors work to ensure the achievement of project objectives. Manages the design and adaptation of data collection tools for studies. Coordinates and reviews the work of other team members and provides input into assessments of their performance.
• Develops and/or carries out specific elements of PHAC/HC evaluation projects such as, conducting literature and data research, developing tools such as evaluation matrices and interview guides, identifying, gathering analysing and synthesizing quantitative and qualitative data including performance measurement data. Leads the conduct of interviews and focus groups, develops and conducts surveys, and applies analytical tools and techniques in order to determine implications of evaluation results, and formulate conclusions.
• Develops evaluation reports, briefings and presentations outlining results of evaluation studies, develops options, strategies and recommendations, and provides advice and recommendations to the Manager, Program Evaluation, Executive Director, and Director General to improve the effectiveness of policies, programs and services.
• Develops and participates in the planning and conducting of corporate projects such as lessons learned, data collection tools and software, and communicating broader based themes.
• Attends OAE meetings to discuss files, issues, methodologies/ evaluation approaches, lessons learned and evaluation requirements.
• Consults and works collaboratively with PHAC/HC clients verifying and interpreting the information obtained from evaluation studies and projects.

The Public Health Agency of Canada currently follows a hybrid working model. Education:
• Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
• Significant and recent* experience in conducting all phases of in- house (i.e., non-contracted) program evaluation or research projects (planning, conducting and reporting) related to examining the economic or sociological effects of projects, programs and policies.
• Experience in communicating evaluation, or research results and recommendations to management or senior officials** (e.g., briefing notes, memoranda, correspondence, summary reports, presentations, issue papers).
• Significant and recent* experience in using qualitative and quantitative methods to conduct research and analysis.
* Significant and recent is defined as the depth and breadth of experience normally acquired over a four year period within the last eight years.
**Management or senior officials is defined as executive level positions such as Director, Director General, Assistant Deputy Minister, Deputy Minister, Vice-President, President (or equivalent).
Abilities
• Ability to communicate effectively in writing.

Assets:
• Graduation from a recognized post-secondary institution with a degree, certificate, diploma or acceptable concentration in program evaluation.
• Credentialed Evaluator (CE).
