We are looking for an experienced, skilled, and inspiring Manager, IT Project Management Office and Manager, Digital Planning to support our priorities. Your role will be at the center of our environment changes.

The intent of the process is to staff one (1) Manager, IT Project Management Office position and one (1) Manager, Digital Planning on an indeterminate basis in the Gatineau region.
A pool of qualified candidates may be established to staff future indeterminate and term vacancies with various language profiles and/or security requirements within the Public Service Commission. Other departments may use the pool with the approval of the PSC. The Public Service Commission has begun its Transition Plan to Hybrid Work. Employees are currently required to report at a Public Service Commission (PSC) office building at least once a week. Gradually by April 1, 2023, employees will be required to work from the office at least two days a week and will have the option to telework the rest of the week, subject to operational requirements. We will therefore continue to rediscover the value of shared in-person experiences that are essential to cohesive, collaborative, and high-performing organizations. Our work in person supports collaboration, team spirit, innovation, and a culture of belonging. It helps us build trust and learn from each other.

EDUCATION:
ED1: Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE:
EX1 - Experience providing advice to senior management on strategic and complex* Information Management (IM)/Information Technology (IT) issues.
EX2 - Experience in managing and supervising a work team.
EX3 - Experience partnering with project teams and business clients.
EX4 - Experience managing and implementing changes having an impact across the department or the organization (for example: framework, tools, practices, etc.).
* Complex Information Management (IM)/Information Technology (IT) issues are defined as an IT or an IM issue that spans across many stakeholder groups and impacts multiple specialty areas.

ASSET QUALIFICATIONS:
EDUCATION:
AED: Bachelor’s degree or higher from a recognized post-secondary educational program, with a specialization in computer science, business, or a similar field of study.
EXPERIENCE:
AEX1 - Experience in the management of Project Management Office or in the management of a project portfolio.
AEX2 – Experience preparing corporate planning and reporting documents to meet Treasury Board Secretariat requirements.
AEX3 - Experience in planning, monitoring and managing projects.
AEX4 - Experience in the preparation and management of IT contracts such as Request for Proposal (RFP), Task-Based–Informatics Professional Services (TBIPS), Solutions-Based Informatics Professional Services (SBIPS).
OPERATIONAL REQUIREMENTS:
Willingness and ability to work overtime as required.
