Duties

The Operational Systems Advisor provides professional operational systems/engineering and project management advice on the planning, coordination, monitoring, and reporting on all activities related to the operational aspects of the of the international COSPAS-SARSAT system. The Operational System Advisor reports to the Manager of the Public Safety Canada COSPAS-SARSAT section who is also Canada’s Permanent Representative to the International COSPAS-SARSAT Programme.

The Operational Systems Advisor monitors the health of the Canadian and international COSPAS-SARSAT system and provides policy advice on proposed updates and system enhancements from subject matter experts, other international program participants, industry and other government departments and agencies. In advance of international meetings related to the administration and global oversight of the COSPAS-SARSAT system and Programme, the Operational Systems Advisor consolidates the perspectives of Canadian COSPAS-SARSAT operational systems subject matter experts to aid the Permanent Representative in developing the Canadian position on proposed operational changes.

Intent of the process

The intent of this selection process is to staff indeterminate position at Public Safety Canada in the National Capital Region (NCR).

A pool of qualified candidates may be established to staff identical or similar positions with various tenures, and/or various language requirements/linguistic profiles and/or various security requirements at Public Safety Canada.

EDUCATION

Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position (such as systems engineering, computer engineering, etc.)

Degree equivalency

EXPERIENCE

- Experience in providing technical or strategic advice and guidance to senior officials, governments or international bodies on technical matters related to the interpretation of international operational specifications and standards or the application of policies.
- Experience in conducting research and analysis on the development, production and coordination of test plans, technical reports, specifications, or procedures.
- Experience in leading or liaising with professional and technical staff, multi-disciplinary teams and partners engaged in the delivery of engineering projects.
- Experience in monitoring and reporting on the operational status of computer systems, network and software.

EDUCATION

- Experience in working with data distribution systems and satellite technology.
- Experience in developing recommendations to monitor and propose changes to operational specifications and standards.
- Experience in the development, production and coordination of test plans, technical reports, specifications or procedures.
- Experience working or partnering with international organizations.
- Experience in leading working groups.
- Experience working in an emergency management environment.

KNOWLEDGE

Knowledge of project and life cycle management principles, methods and practices.
