Duties

As the Regional Manager, Facilities Planning (RMFP), you will have the provincial responsibility to manage the planning, budgeting and prioritization of Correctional Service of Canada's (CSC) multidisciplinary infrastructure and building programs for capital and investment projects, buildings or infrastructure improvements and maintenance projects. RMFP team also deals acquisition, leasing, occupancy agreements, disposal of real estates and easements. Your team will include an engineer/architect, project officers and administrative staff. The annual project’s portfolio represents a value of approximately 20M$.

As the Regional Manager, Engineering and Maintenance (RMEM), you will have the provincial responsibility to manage the planning, budgeting and prioritization of CSC’s facilities management. Facilities management includes all engineering and maintenance services required for the provision of multidisciplinary facility maintenance services, including but not limited to the management of an operation and maintenance program (O&M), Occupational Health and Safety (OHS) program, a computerized maintenance management system (CMMS), electronic safety systems and energy consumption. Your team will include maintenance specialists, facility managers, various trades and administrative staff. The annual budget of this division represents approximately 20M$.

Work environment

The Technical Services and installation, Quebec Region, of Correctional Service Canada is a stimulating and dynamic environment where the mission is to ensure the operation, compliance and sustainability of a real estate portfolio in an operational environment. We are responsible for institutions and penitentiary clusters as well as parole offices and community correctional centers located throughout Quebec. The facilities we manage are diverse such as buildings and structures, building mechanics systems, electrical distribution networks, infrastructures, generators, oil tanks, thermal power stations, water treatment and purification plants, roads, fences and barriers, and automobile fleets to name only those.

Intent of the process

Needs are anticipatory. A pool will be created to fill positions at the EN-ENG-04 group and level. These needs could just as easily be met by positions at the AR-05 group and level.

EDUCATION/OCCUPATIONAL CERTIFICATION:

• AR-05
Degree from a recognized post-secondary institution in architecture relevant to the duties of the position.
OR
Eligibility for certification as a professional architect in Canada with specialization in an architect specialty relevant to the duties of the position.

• EN-ENG-04
Degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.
OR
Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the duties of the position.

Degree equivalency

EXPERIENCE:

• Experience of about five (5) years during the last ten (10) years in one or more engineering specialties or architecture specialties relevant to the duties of the position.

• Experience of about one (1) year during the last five (5) years in managing infrastructure programs*.

• Experience of about two (2) years during the last five (5) years in managing projects in the building industry.

• Experience of about one (1) year during the last five (5) years in managing human** and financial*** resources.

* « Infrastructure programs » is defined as a diversified portfolio in real property services including many activities like acquisition, engineering and architecture services, project management or real property management, maintenance management, procurement of goods, contracts management, disposal, etc.

** “Human resources management” means that candidates had the responsibility of direct supervision of a team of employees, mainly in the activities in the indicated field (project management or infrastructure). Examples of human resources management responsibilities include: task allocation, performance management, developing resourcing plans, determining needs and training approval, etc.

*** “Financial resources management” means that candidates have assumed management and responsibility for a budget, mainly in the activities in the indicated field (project management or infrastructure). Examples of financial resources management responsibilities include: delegating full budget authority, forecasting, planning, budget allocation, reporting, etc.

OCCUPATIONAL CERTIFICATION:

• Project Management Specialist (PMS) accreditation or professional certification “Project Management Professional (PMP)” obtain from the Project Management Institute (PMI) or other professional designation related to project management issued by a recognized institution.

EXPERIENCE:

• Experience in managing an integrated or computerized maintenance management system (CMMS), such as Maximo.

• Experience implementing occupational health and safety (OHS) programs.

• Experience working in the field of correctional infrastructure.

• Experience working on infrastructure projects within a government department.
