POSITION LOCATION / WORK ARRANGEMENT:
This position is located in Ottawa. However, the successful candidate may report to the Ottawa, Toronto, or Montreal office for in-office work.

Due to the nature of the work and operational requirements, this position requires physical presence (in-office work) from one of the following OSFI offices (Ottawa, Toronto, Montreal). The option of teleworking is available on a part-time basis in accordance with OSFI’s Guidelines on Telework. Teleworking arrangements are determined on a case-by-case basis depending on the nature of the work required by the position, the operational and business needs, as well as the candidate’s work preferences.

Duties

Under the direction of the respective Managing Director, and in collaboration with other divisions in the Supervision Sector and other OSFI Sectors, the Director, Life Insurance Capital is accountable for directing the analysis, formulation, interpretation and promotion of regulatory rules, policies and guidelines relating to regulatory capital, liquidity, and other related requirements. In doing so, the Director, Life Insurance Capital manages and leads a team that is responsible for the analysis of current and emerging domestic and global risks that necessitate changing capital requirements for federally regulated life insurers.

The Director, Life Insurance Capital provides leadership, direction and expertise to cross-sector teams within OSFI and industry advisory/consultation groups. The Director is also responsible for the ongoing training of OSFI staff in the application of capital, liquidity and other related requirements for life insurers.

The Director and/or the Director’s staff may also represent OSFI on international and domestic working groups, committees or task forces to discuss and represent OSFI’s views pertaining to principles and standards relating to varied prudential issues affecting the insurance sector.

The immediate intent is to staff one (1) Director, Life Insurance Capital position in the Capital and Liquidity Standards Division.

ESSENTIAL EDUCATION:
• Graduation with a degree from a post-secondary institution in economics, commerce, business or public administration, finance, accounting, mathematics, actuarial science, public policy or another discipline related to the position OR an acceptable combination of relevant professional industry experience and education.

Degree equivalency

ESSENTIAL EXPERIENCE:
• Significant** experience in all of the following: developing recommendations and writing reports or briefing notes to senior management*** regarding key risks associated with the life insurance industry.
• Experience in creating and delivering presentations to senior management***
• Experience leading, developing, or coaching staff.
• Experience in working with a wide range of stakeholders and in representing the positions of an organization.
