Duties

▸Undertakes routine review and analysis on a variety of topics and issues, compiles information, undertakes cost-benefit, trend and financial analyses and strategies related to policies, environmental issues or corporate management issues, prepares reports to communicate findings and observations to colleagues, project teams and senior/principal analysts, and contributes to the preparation of drafts of strategies, options, briefs, presentation decks, reports and other material for senior advisors/analysts
▸Supports senior analysts in the development of policy and preparation of position papers, Cabinet briefing notes, legislative and regulatory amendments, ministerial correspondence, and/or other documentation for senior management.
▸Liaises with clients, stakeholders, and central agency counterparts to obtain exchange and clarify data/information, and remain abreast of trends and developments.
▸Attends branch/sector and departmental meetings to obtain and discuss information, data and study/project requirements, interpret trends, and review the effect of policies and programs.

Work environment

Based on Treasury Board's Direction on prescribed presence in the workplace, ECCC follows a hybrid work model which will allow most employees the opportunity to both telework and work from the office location, subject to operational requirements.

Intent of the process

The immediate is to staff one (1) English essential position on an indeterminate basis.

A pool of qualified or partially assessed candidates may be established and may be used to staff similar positions at this group and level with various language requirements, in various locations, with various tenures (acting, assignment/secondment, deployment, term and/or indeterminate) within Environment and Climate Change Canada across Canada.

Reference Check: Please ensure that your references have a thorough and direct knowledge of your work and are able to answer specific questions about your achievements and strengths. In addition, supervisors must be able to comment on your abilities and competencies. Referees must have worked with you for at least 6 months in the last 5 years.

Candidates who have been assessed and found to have met all essential qualifications except official language requirements may update their second-language evaluation (SLE) results for as long as the pool is valid. Each candidate can only undergo SLE testing one time within the context of an appointment process; any update to a candidate's linguistic profile must be as a result of subsequent SLE testing done outside of this appointment process.

Candidates may be assessed using of the following tools: written exam, interview and reference check.

A pass mark will be established for each qualification. However, achieving the pass mark is not guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cutoff score and a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

Candidates are expected to make a reasonable effort to make themselves available for assessments as scheduled. Rescheduling will only permitted for accommodation measures or for other exceptional/extenuating circumstances, to be determined on a case-by-case basis.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
