Duties

Intelligence Analyst: Production and dissemination of intelligence-based products and the provision of strategic, operational and tactical intelligence advice and functional guidance to the Canada Border Services Agency (CBSA), Immigration, Refugees and Citizenship Canada (IRCC) and partners in support of the CBSA and IRCC’s missions and mandates.

Key Activities

Through all CBSA business lines, utilizes all functions of the intelligence cycle (issue identification, planning, data collection, data evaluation for reliability, data analysis, the production and dissemination of intelligence assessments briefings/reports, and task review). Emphasis is on the analysis of information collected from a wide variety of sources and the subsequent production of tactical, operational and strategic intelligence.

Provides analytical expertise in the identification, coordination, planning and management of Agency intelligence investigations, projects and operations including the coordination and direction of data collection.

Develops strategic, operational and tactical intelligence which includes identification of current or future areas of risk and the identification of intelligence and/or program gaps concerning CBSA and IRCC programs that allow senior managers in both Agencies to make informed decisions to mitigate risks/threats.

Develops and/or delivers training programs, presentations, briefings, alerts, targets or indicators for internal and external audiences on various enforcement-related aspects of CBSA services/programs.

Provides advice to Agency staff and to representatives of domestic and foreign enforcement agencies concerning the application of legislation, regulations, policies and procedures relating to the CBSA Intelligence program.

Analyzes information emanating from intelligence investigations and provides analytical products at tactical and operational levels that provide direction, advice and conclusions to intelligence and operations officers in Joint Forces Operation and to CBSA intelligence and investigation/enforcement officers, IRCC, police officers and crown attorneys in the preparation of search warrants, briefs and hearing files.

In the context of analysis, conducts interviews for clarification of issues and provides expert testimony in a court of law or before an administrative tribunal.

This process may be used to staff identical or similar positions in the unit on a bilingual non-imperative basis should there be no qualified candidates who meet the required language profile.

EDUCATION:

A secondary school diploma or employer-approved alternatives (See Note).

Note:

The employer-approved alternatives to a secondary school diploma are:

- a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or

- an acceptable combination of education, training and/or experience.

Candidates who already meet the following criteria must be accepted as meeting the secondary school diploma requirement for the FB Group only:

a. Those who were converted on an indeterminate basis to a Border Services (FB) position; or

b. Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position and have already attained a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or

c. Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position using an acceptable combination of education, training and/or experience.

Applicants educated outside Canada: Degree(s) and/or diploma(s) must be assessed against Canadian education standards through a recognized credential assessment service. Please see the Degree Equivalency link for further information.

Proof of education and education equivalency (if applicable) must be provided prior to appointment. Education equivalency if required, is the responsibility of the candidate to obtain.

EXPERIENCE:

To qualify, candidates must clearly demonstrate how they meet three of the essential criteria. (Candidates are encouraged to demonstrate experience in more than three criteria should they wish to do so).

• Experience working with complex written documents (e.g. reports or business cases or project proposals or risk assessments or vulnerability reviews or intelligence bulletins or research reports) to perform one or more of the following tasks: researching and collecting; or composing and editing; or analyzing and evaluating information.

OR

• One year of non-overlapping experience in conducting research and analysis about legislation or regulations or policies or procedures.

OR

• One year of non-overlapping experience in collaborating with partners and stakeholders to achieve a common goal.

OR

• One year of non-overlapping experience gathering large amounts of information in an investigative setting to formulate a recommendation.

OR

• One year of non-overlapping experience conducting interviews for the purpose of obtaining information or clarification to formulate a recommendation.

Note: Non-overlapping Experience means that the same months/years cannot be counted more than once to demonstrate the time period of an experience criterion. For example, if for the same experience requirement, claims are made for January 2022 – June 2022 (6 months) & May 2022 – September 2022 (5 months), May is overlapping. The total experience counted in this example is 10 months.

ASSET EDUCATION:

Graduation with a degree or diploma from a recognized post-secondary institution with acceptable specialization in Law, Criminology, Sociology, Psychology, International Relations, Political Science, Justice System Administration, Legal Studies or another specialty relevant to the position being staffed.

The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a program in the required specialization. The specialization may also be obtained through an acceptable combination of education, and training.

Degree equivalency

ASSET EXPERIENCES:

• One year of non-overlapping experience using intuitive intelligence data management applications (e.g. IBMi2 iBase ) to capture and control and analyze multi-source data in a secure environment.

• One year of non-overlapping experience reviewing and analyzing banking or financial transaction information.

• One year of non-overlapping experience accessing, reviewing, and analyzing data from CBSA commercial and trade systems (e.g. ACROSS, FIRM).

• One year of non-overlapping experience using CBSA immigration systems (e.g. Global Case Management System (GCMS), Canadian Police Information Centre (CPIC) or National Case Management System (NCMS).

• Experience working with Intelligence and Enforcement for the Canada Border Services Agency.
