Assessment accommodation

Candidates must clearly demonstrate with concrete examples, IN THE PRE-SCREENING QUESTIONS, how they meet the education and experience factors listed in the essential qualifications. Duties

Public Health Nurse Advisor's provide advice, guidance and assistance to nurses, Health Directors and clients in First nation communities on public health.

As a Public Health Nurse Advisor you will:
• be required to travel to northern First Nations communities a minimum of one (1) week each month;
• conduct monitoring activities (e.g. site visits), verify compliance with standards, assess/evaluate public health programs;
• participate in the identification of training needs for public health professionals; develop and deliver training, information and education sessions which includes presentations virtually and in person;
• participate with orientating new hires to public health community based programs;
• coordinate conferences and meetings with internal/external stakeholders virtually and in person. This could include coordination with community leadership;
• provide advice on Immunizations, TB program, STBBI, Harm Reduction etc. via phone, email and during monthly in person visits to communities;
• develop protocols, policies and procedure intended to ensure that public health service provision consistently incorporates best practices in the community setting.

Intent of the process

This process will be used to staff one indeterminate position.

A pool of qualified candidates may be established and may be used to staff similar positions at this group and level with various language requirements (English Essential or Bilingual Imperative), various security requirements, various conditions of employment as well as various tenures (acting, assignment/secondment, deployment, term and/or indeterminate) within Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada.

Education:
• Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position.

Degree equivalency

Occupational Certification:
• Eligibility for registration as a registered nurse in a province or territory of Canada.

Experience:
• Recent* and significant** experience in providing community health nursing in two (2) or more of the following areas:
- Immunizations
- Treatment and management of Sexually Transmitted Blood Born Infection’s (STBBI) and/or Communicable Disease Control (CDC)
- Tuberculosis (TB)
- Harm Reduction
- Infection Control and Prevention

• Experience in Microsoft Office Word, Excel and PowerPoint.
• Experience developing and delivering group education sessions or training programs related to health.
• Experience providing advice, guidance or recommendations to stakeholders including but not limited to First Nations community leadership, health services, and/or provincial partners

*Recent is defined as within the last five (5) years.
**Significant is defined as a minimum of two (2) years experience with the candidate performing complex activities related to this task in a wide variety of situations.

Asset Qualifications

Education:
• Education or training in public health nursing.
• Master’s degree in nursing or Master’s degree in a field relevant to the position from a recognized university.

Degree equivalency

Experience:
• Experience in community health nursing providing primary care or public health for First Nations.
• Experience with electronic medical records or public health information systems including EMR, eCharts and/or PHIMS.
• Experience in case and contact management.
• Experience in infection control and prevention.
• Experience in harm reduction processes and procedures.
• Experience in animal exposure processes and procedures.
• Experience developing policies and guidelines related to public health.
