POSITION LOCATION / WORK ARRANGEMENT:
This position is located in Ottawa. However, the successful candidate may report to the Ottawa, Toronto, or Montreal office for in-office work.

Due to the nature of the work and operational requirements, this position requires physical presence (in-office work) from one of the following OSFI offices across Canada (Ottawa, Toronto, Montreal). The option of teleworking is available on a part-time basis in accordance with OSFI’s Guidelines on Telework. Teleworking arrangements are determined on a case-by-case basis depending on the nature of the work required by the position, the operational and business needs, as well as the candidate’s work preferences.

Duties

The Capital Specialist will lead the research, development and the making of prudential capital policy including the drafting, interpretation, and communication of Guidelines and Advisories applicable to Canadian federally regulated life insurers.

The Capital Specialist employs his expertise on life insurance products and markets, and the financial risks faced by life insurers to provide his/her/they opinion to OSFI management and the Executive on emerging risks, complex insurance transactions, and other technical life insurance related matters that have an impact on capital standards.

As a key life insurance contact in the Capital and Liquidity Standards Division, the Capital Specialist promotes a better understanding of capital standards with internal and external stakeholders. The Capital Specialist also contributes to knowledge transfer within the Capital and Liquidity Standards Division and OSFI through structured learning events and informal cross-training.

Intent of the process

ESSENTIAL EDUCATION:
• A degree from a post-secondary institution with specialization in finance, mathematics, actuarial science, accounting, economics, or other relevant field OR an acceptable combination of relevant professional industry experience and education.

Degree equivalency

ESSENTIAL EXPERIENCE:
• Experience working with OSFI’s Life Insurance Capital Adequacy Test, obtained through insurance, consulting, or regulatory work.
• Significant* and recent** experience in all of the following:
o Numerical analysis
o Quantifying risks relevant to the life insurance industry
o Conducting analysis of complex financial information related to risks of the life insurance industry
o Providing expert input and advice on complex and technical issues related to risks of the life insurance industry
• Experience in developing recommendations and writing reports or briefing notes to senior management*** regarding issues associated with the life insurance industry

* Significant is defined as the breadth and depth of experience that would normally be acquired within seven (7) years, where the experience was part of the regular work duties of the candidate.
** Recent is defined as “within the last 5 (five) years.
*** Senior Management: Depending on the organizational structure, senior management could mean such levels of management as the executive group, director level and above, etc.
