Duties

Reporting to the Deputy Commissioner, Contract and Indigenous Policing, the Executive Director/Assistant Commissioner Indigenous Policing and Community Engagement is accountable for the strategic and operational management of Indigenous policing programs and services, as well as engagement with diverse and vulnerable communities. The Executive Director/Assistant Commissioner is responsible for providing leadership and direction to advance reconciliation; providing national leadership and guidance on the safety and well-being of Indigenous, vulnerable and racialized communities with a focus on building sustainable partnerships and relationships between the RCMP and the communities we serve, as well as representative organizations and leaders at all levels. Through meaningful community engagement, the Executive Director/Assistant Commissioner promotes effective crime prevention and reduction strategies to address crime, victimization and other shared community issues through education, outreach, engagement, focused intervention and enhanced service delivery options .

This is position will require full-time attendance at the RCMP’s Headquarters, located at 73 Leikin Drive, Ottawa, Ontario (Barrhaven). We offer complimentary parking, convenient access to bus routes immediately outside of the building and free access to an on-site a gym, and a cafeteria onsite.

Intent of the process

The immediate need is to staff one position on an indeterminate basis.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Should an RCMP Regular Member (RM) be found qualified and selected for appointment, the appointment will be made under the RCMP Act and will not result in a change of status to the PS category.

Should a sworn police officer of another police service be found qualified and selected for appointment, consideration will be given to an appointment as a Regular Member under the RCMP Act through the Experienced Police Officer Program.

Education:
Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience such as, but not limited to a college diploma, police training and policing experience.

Degree equivalency

Experience:
EX-01: Significant* experience providing strategic advice, recommendations and briefings, including presentations and written reports related to Indigenous issues to senior officials (such as Assistant Deputy Ministers and above, Deputy Police Chief and above, Vice-Presidents, CEOs).
EX-02: Significant* experience in managing or delivering social programs** or policing services.
EX-03: Significant* experience collaborating and establishing and maintaining partnerships and networks with various internal and external stakeholders (such as government departments, provinces or territories, management committees, non-governmental organizations).
EX-04: Significant* experience in managing human*** and financial**** resources.

Note:
*Significant experience is defined as having the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities which would have been acquired at the executive level over a period of 2 or more years.

**A social program is an individual or group of services and/or activities that are managed together to meet a specific public need such as personal, social or community well-being. Examples include income support programs, child and family services, disability support programs and crime prevention programs. This is not an exhaustive list and candidates should provide details regarding the objectives of the program and their role in delivery.

***Managing human resources is defined as directing or overseeing people/staff, including employee performance management, assignment of work, workload management, leading and directing teams through the setting of priorities, developing or contributing to the development of staffing plans. ****Managing financial resources is defined as overseeing financial resources and being responsible for sound financial planning, forecasting and reporting. A-EXP04: Experience living and/or working in one of the 3 territories: Yukon, Northwest Territories or Nunavut; or in an Indigenous community.
