Intent of the process

The intent of this appointment process is to establish a fully assessed pool of qualified candidates. The results of this process may be used to staff same or similar positions for future vacancies of various tenures at Public Services and Procurement Canada in the Ontario Region.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Licensed as a Professional Engineer in Canada, in the discipline of Mechanical or Electrical

EXPERIENCE
• Recent*and significant* experience* in real property* projects, specifically in the application of provincial or federal building codes in Canada.

• Recent*and significant* experience* in real property* projects, specifically In the management of complex* base-building systems* projects.

• Recent*and significant* experience* in real property* projects, specifically:
a. in the management of consulting services including design development, change control
OR
b. in the management of construction services including change control, commissioning.

*Definitions:
• experience is defined as work-related experience acquired in the identified field following graduation.
• recent defined as approximately the past 3 years from the closing date of this advertisement.
• significant is defined as the complexity and diversity of work which would normally be acquired over a period of approximately 5 years managing aspects and stages of project delivery from project approval to closeout.
real property is defined as land, buildings, and anything attached to the land.
• base-building Systems refers to a)mechanical (Heating, Ventilation, Air Conditioning (HVAC), Plumbing, Fire Protection, Refrigeration, Controls) and/or b)electrical (Power and distribution upgrades – site services and within buildings, Emergency back-up generator, Uninterruptable Power Supply (UPS), Lighting, Fire Alarm, Electronic Security, Public Address System.)
• complex is viewed in terms of risk. Candidates are expected to demonstrate experience in the management of projects, with at least 1 risk factor; for example:
i. projects implemented in secure facilities (e.g. correctional facilities with restrictions for access by construction crew), with high stakeholder and media interest, with stringent regulatory compliance requirements, in heritage structures, with unknown site conditions,
ii. projects for base-building installations/upgrades of major mechanical/electrical systems such as - for laboratories, HVAC, geothermal, photovoltaic or other alternate energy source, fire protection, security access, security surveillance, UPS, transformer or other high voltage systems, power distribution (workshop, office, warehouse, wharves, parking lot), demolition or decommissioning mech and electrical projects

PMP (Project Management Professional) Certification
LEED (Leadership in Energy and Environmental Design) Certification

Degree equivalency

Experience in project delivery methods such as Design Build or Construction Management at Risk
Experience in management of projects in special facilities prisons, secure detachments, laboratories.
Experience in the reporting of project quality, cost, or schedule.
Experience In the preparation of project briefs and Statements of Work

Willing and able to travel.
Willing and able to travel to project sites, as required.
Willing and able to work overtime, as required.
