Who is the Office of the Chief Data Officer looking for?
The Office of the Chief Data Officer (OCDO) within ECCC is looking for brilliant and highly motivated Data Analysts and Data Specialists passionate about data and the power it can bring to developing new environmental policies, advancing science in the fight against climate change, and enabling business decisions.

As a Data Analyst / Senior Data Analyst, you could be asked to:
• Assess and cultivate long-term strategic goals for business intelligence (BI) development in conjunction with end users, managers, clients, and other stakeholders.
• Devise, develop, and deploy required data queries in response to business user needs.
• Assist in the development of data governance and data management policies and procedures.
• Identify research questions, problem solve using data analysis, and communicate the results to various stakeholders.
• Establish, manage, collaborate, and engage with partners and stakeholders.
• Analyze large datasets and identify meaningful patterns that provide actionable results.
• Develop and automate new enhanced algorithms for data science proof-of-concepts.
• Create informative visualizations that intuitively display large amounts of data and/or complex relationships.
• Provide and apply quality assurance best practices for data science services across the organization.
• Keep abreast of technological trends and horizontal initiatives within ECCC and across the government of Canada.
• Provide strategic advice and guidance.
• Prepare briefing packages and reports for senior management.
• Lead and manage a team.

We are looking for people who are passionate about the role of data in the protection and conservation of our environment. The Office of the Chief Data Officer (OCDO) within ECCC is responsible for:
• Developing and maintaining the departmental data strategy
• Providing advice and guidance to business units on data related issues
• Developing data governance across the organization
• Improving overall data literacy

Some of ECCC's work relates to:
🌳 Wildlife, plants, and species: projects in support of research and conservation efforts relating to species, migratory birds and wildlife conservation;
🧪 Climate Change: support scientists with their work on climate change science, and support the Pan-Canadian framework on Climate Change in its implementation of a modern climate change plan for Canadians;
🌤️Weather observation and reporting: support meteorologists conduct critical work relating to the collection of weather-related data that ultimately feeds into the weather report;
🐻 Wildlife and environmental enforcement: support Canada’s enforcement officers whose work is to protect wildlife from illegal human interventions, such as hunting or trade that could adversely affect long-term wildlife conservation, as well as ensure that companies and individuals comply with environmental acts and regulations.
The purpose of this selection process is to staff current and future vacant positions within the Strategic Policy Branch at Environment and Climate Change Canada.
A pool of partially qualified candidates will be established and could also be used to staff similar positions with various language requirements, various security requirements and various tenures within Environment and Climate Change Canada.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Notes:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
Both Streams (EC-05 and EC-06)
EX1: Significant* experience providing advice and making recommendations to senior management**, orally and in writing, in one or more of the following areas: data governance, data policy, data strategy, data analytics, data quality, and data management.
EX2: Significant* experience establishing and maintaining effective partnerships with business partners, and/or vendors and/or stakeholders.
*Stream 1 (EC-05): Significant is defined as the depth and breadth of experience that would normally be associated with the performance of these duties as a major function of the position for an approximate period of two (2) years.
*Stream 2 (EC-06): Significant is defined as the depth and breadth of experience that would normally be associated with the performance of these duties as a major function of the position for an approximate period of three (3) years.

Asset Qualifications
Education:
AED: Graduation from a recognized university or post-secondary institution with a master’s degree in a field relevant to the work to be performed.
Certifications:
• Certification in data management such as Data Management Professional (CDMP) or Data Management Capability Assessment Model (DCAM) accreditation.
• Certification in project management such as Project Management Professional (PMP) or PRINCE2 (PRojects IN Controlled Environments).
Experience:
AEX1: Experience developing data management and analytics strategies, policies, or guidelines.
AEX2: Experience using and/or implementing various Business Intelligence (BI) software (e.g. Power BI or Tableau) and systems.
AEX3: Experience working in data science such as artificial intelligence (AI) or machine learning (ML).
AEX4: Experience in preparing formal project documentation, such as proposals, business cases, project charters, project management plans.
AEX5: Experience monitoring, preparing and presenting reports.
AEX6: Experience in enterprise-level data integration (e.g. on-premise or cloud)
AEX7: Experience as a data or information architect (e.g. demonstrated data processing flowcharting techniques)
AEX8: Experience with data models, structures, theories, principles, and practices.
Operational Requirements:
