POSITION LOCATION / WORK ARRANGEMENT:
This position is located in Toronto; however, the successful candidate may work from one of the OSFI offices across Canada – Toronto, Ottawa, Montreal or Vancouver for in-office work.

Due to the nature of the work and operational requirements, the position requires physical presence (in-office work) from one of the following OSFI offices across Canada (Toronto, Montreal, Ottawa or Vancouver). The option of teleworking is available on a part-time basis in accordance with OSFI’s Guidelines on Telework. Teleworking arrangements are determined on a case-by-case basis depending on the nature of the work required by the position, the operational business needs, as well as the candidate’s work preferences.

Duties

The Culture and Compliance Risk Division (CCRD) is seeking highly motivated individuals to participate in the supervision, analysis and assessment of Canada’s federally regulated financial institutions (FRFIs). The position’s accountabilities may include:
• Collaborating on the development, enhancement and implementation of a robust and agile framework and methodology for the supervision of culture and compliance risk management within FRFIs.
• Leading assessment activities of the inherent risks and key controls that drive the risk profile at FRFIs, with a particular focus on culture, compliance and other non-financial risks.
• Ongoing monitoring of FRFIs involving the analysis of a variety of financial and non-financial reports, including risk reports.
• Working and liaising with various internal stakeholders, including lead supervisory teams and specialists.
• Providing consulting advice on culture and compliance assessments, their outcomes and evolving best practice to other OSFI Divisions and the executive group.
• Interacting with key stakeholders at FRFIs, including members of senior management and the board of directors.
• Knowledge transfer, developing and coaching staff
• Working with external supervisory partners (national and international).
• Identifying best practices and emerging trends.

Intent of the process

The immediate need is to staff three (3) positions with various a language requirement of (English Essential / Bilingual Imperative CBC/CBC) on an indeterminate basis.

A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic profiles and requirements, security requirements and/or various tenures within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.

ESSENTIAL EDUCATION
• A degree from a post-secondary institution with specialization in commerce, law, business, finance, economics, business administration, behavioural sciences, organizational development, orgnaizational psychology or other relevant field, OR an acceptable combination of relevant professional industry experience and education

Degree equivalency

ESSENTIAL EXPERIENCE
• Recent and significant experience in evaluating risk management practices in the financial services industry* in one or more of the following areas:
- Risk Management
- Regulatory Compliance
- Internal/External Audit
- Cultural and Behaviour risk
• Significant experience in planning, coordinating and executing culture or compliance risk management assessments, or audits of financial institutions or similar experience of assessments in other regulatory areas
• Recent and significant experience in liaising with and making presentations to senior management and/or boards of directors at FRFIs

*Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks, trust and loan companies, and insurance companies (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) First Nation Institutions including: Band operations, trustees or administrators of pension plans, lending institutions or other related areas providing financial services (f) other relevant areas.
