Duties

The Canadian Space Agency (CSA) is committed to leading the development and application of space knowledge for the benefit of Canadians and humanity.

This position will be with the Digital Center of Expertise (DCoE) of the CSA. The DCoE is an exciting initiative of the Information Management and Information Technology (IM/IT) Directorate. The DCoE is composed of three teams working in close collaboration: Digital Transformation (Project Portfolio Management), Data and Emerging Technologies, and Enterprise Architecture. Its purpose is to provide integrated horizontal support across all sectors of the CSA in each of these domains, supporting a wide variety of activities, from HR and Finance to space exploration, earth observation and advances in space science and technology.

▶ Stream 1: Project Portfolio Management
• Use your lateral thinking skills to help support digital innovation at the CSA.
• Participate in the definition, development, and implementation of a digital transformation strategy tailored to the CSA’s needs.
• Lead or support client-centric digital transformation initiatives, including the adoption of new technologies and software solutions.
• Support project management of various IM/IT initiatives in support of digital transformation.
• Be a champion for digital transformation within the CSA by developing outreach materials and presentations.

▶ Stream 2: Data Scientist (IT Software Solutions)
• Have fun with data, while having a real impact on how the CSA’s data is used.
• Participate in the definition, development and implementation of a data science program that clearly establishes the opportunities for the use of internal and scientific data
• Design and implement projects to enhance and facilitate the use of internal and scientific data by internal and external users.
• Provide advice and mentoring to Agency staff on internal and scientific data analysis and related activities in support of the mandate;
• Maintain industry and academic data science practices and standards documents.
• Conduct studies to identify strengths, opportunities, weaknesses and areas for improvement in the Agency's use and management of data and make recommendations to management or other stakeholders on new data exploitation approaches, initiatives and projects.
• Leads or participates on project teams to develop and implement new or modified programs, services or products for data exploitation.

▶ Stream 3: Enterprise Architecture
• Liaise across the Agency to ensure a common approach for a wide variety of projects with a digital component.
• Participate in the definition, development, implementation, and documentation of an enterprise architecture framework and standards tailored to the CSA’s needs.
• Provide advice and mentoring to Agency staff regarding the digital alignment of complex initiatives and major projects, as well as certain smaller digital initiatives.
• Be a change catalyst by actively promoting the enterprise architecture approach within the CSA by developing outreach materials and presentations.

▶ EDUCATION
• Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

ALL STREAMS

STREAM 1: PROJECT PORTFOLIO MANAGEMENT
• Experience in the execution and monitoring of IT and transformation projects.

• Experience with managing change and facilitating the adoption of new technologies.

STREAM 2: DATA SCIENTIST (IT SOFTWARE SOLUTIONS)
• Recent* experience working with data (including large datasets) including data management, validation, cleaning, categorizing, database development, data mining, data visualization, or data analysis.

• Recent* experience in conducting research and analysis to produce reports summarizing empirical findings and presenting the results to management (team lead / Director / professor).

STREAM 3: ENTERPRISE ARCHITECTURE
• At least six (6) months of experience applying theories, principles and practices in one or many of the following fields: computer science, information systems, IT infrastructure, cloud technologies and services, systems development life-cycle methodologies, information management and information technology (IM/IT), IT architectures, standard operating procedures, quality assurance and testing, IT security, enterprise architecture.

• Experience researching, analyzing, and applying technical standards and policies.

Important note for all streams: Research based graduate degrees will be considered as work experience for the fulfilment of these experience requirements.

* Recent is defined as experience that has been acquired within the last five (5) years.
