Duties

The departments that have several vacancies at both levels (PG-04 & PG-05) and will be using this process include: Royal Canadian Mounted Police (RCMP), Global Affairs Canada (GAC), Transport Canada (TC), Immigration, Refugee and Citizenship Canada (IRCC), Health Canada (HC), Shared Services Canada (SSC) & Treasury Board Secretariat (TBS). This process will be made available to other federal government organizations as well.

Responsibilities and duties may include but are not limited to:
• Contributing to new strategies to maximize efficiencies and processes in procurement;
• Organizing, implementing, and providing support and advice for the procurement of goods and services;
• Creating, reviewing and issuing a variety of documents required for the solicitation and administration of contracts for professional services or goods or construction;
• Interpreting and applying government policies, standards, and trade agreements as they relate to public procurement;
• Preparing, analyzing and maintaining data and procurement reports and risk assessments;
• Participating in negotiations and providing clients and senior management with advice and guidance on contracts and applications.
• Disposal of surplus assets and tracking inventory levels and condition of the equipment.
• Organizing, implementing, and providing support and advice for the materiel management of goods.

Intent of the process

The federal government is looking for procurement/contracting specialists, contract performance analysts, senior procurement/contracting advisors, materiel management specialists and materiel acquisitions support officers to fill vacancies in the federal government. A pool of partially qualified persons resulting from this process WILL be created which may vary according to the position being staffed. Various language requirements: English OR French Essential, Bilingual Imperative BBB/BBB or CBC/CBC & Bilingual Non-Imperative BBB/BBB or CBC/CBC.

This process will be managed by the Treasury Board Secretariat and used by various federal government organizations across the country to staff their positions. Therefore, ensure that you ONLY indicate your true work locations of interest. • Experience in identifying and managing risks in procurement
• Significant* experience in managing client relationships

For PG-04 Stream only:
• Significant* and recent** experience in planning and executing procurement services including assessment and planning, acquisition, contract management and/or close-out OR procurement enabling services such as procurement systems; policy advice and development; procurement reporting and analytics; strategic planning, governance, and training and development).
• Experience in providing advice and guidance within the procurement, materiel management or contracting field to stakeholders (e.g. clients, management, etc).

For PG-05 Stream only:
• Significant* and recent** experience in planning, executing, and managing complex*** procurement services including assessment and planning, acquisition, contract management and/or close-out OR complex*** procurement enabling services such as procurement systems; policy advice and development; procurement reporting and analytics; strategic planning, governance, and training and development).
• Experience in interpreting policy and providing strategic advice within the procurement, materiel management or contracting field to multiple stakeholders (e.g. clients, management, etc)

*Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a minimum of 3 years for PG-04 and 5 years for PG-05.
**Recent is defined as experience acquired within the last 10 years
***Complex is defined as having any of the following characteristics:
• Multi-million-dollar projects
• Multi-year or multi-phased projects and/or
• High-profile or high-risk projects (e.g. scope, security, emergency, departmental priorities, etc.)

Candidates MAY be required to meet ONE or MORE of the following qualifications, depending on the requirements of the specific position being staffed as they may be deemed as either an Essential or Asset qualification.

Asset Education:
A diploma or degree from a recognized post-secondary institution OR a professional designation/certification in the field of procurement, supply chain management, project management or related field.

For All Streams:
• Experience in using an integrated procurement, materiel and/or financial management system.
• Experience in interpreting and applying regulations related to procurement.
• Experience in building procurement analytics frameworks.
• Experience in monitoring and performing quality assurance reviews on solicitations and/or contracts).
• Experience in managing bids, answering RFP questions and liaising with multiple stakeholders to develop technical and commercial offers, following the internal governance process and negotiating terms and conditions with clients.
• Experience in developing standard operating procedures/guides/job aids for procurement and/or materiel management).
• Experience in conducting procurement reviews (audits) and providing recommendations on process improvements.
• Experience in managing projects.
• Experience in preparing and delivering presentations or training sessions on procurement and/or materiel management related topics.
• Experience in completing a contract process in one or more of the following areas:
- Construction
- Architecture and Engineering
- Materiel Management
- Information Technology
• Experience in supervising staff

Operational Requirements (depending on the positions being staffed):

Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
