Intent of the process

The intent of the process is to staff the Executive Director, National Forecasting Development position, on a permanent basis. 🌦

A pool of partially qualified candidates will be created through this process and may be used to staff similar positions with various tenures and in various locations in Canada. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act may use this selection process to appoint a candidate to its organization in a similar position. Once the advertisement closes, management is expected to move quickly. To this effect, interviews are scheduled for the weeks of February 12 and 19 as well as March 18.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

ED1: Degree from a recognized post-secondary institution in a field relevant* to the work to be performed.

OR

Degree from a recognized post-secondary institution and acceptable combination of education, training and/or experience in a meteorological service or organization.

*A field relevant: physics, mathematics, atmospheric sciences, meteorology, or related scientific or engineering field.

EXPERIENCE:

EX1: Recent (1) and significant (2) experience in developing scientific or technical programs, initiatives, or proposals related to environmental or natural sciences.

EX2: Significant (2) experience providing strategic advice and recommendations to senior management (3) on complex (4) issues related to numerical weather and environmental prediction.

EX3: Recent (1) and significant (2) experience leading projects involving supercomputers and of the current trends in supercomputing applications.

EX4: Significant (2) experience in the development and maintenance of collaborative partnerships.

EX5: Significant (2) experience managing human resources (5).

EX6: Significant (2) experience managing financial resources (6).

Definitions:

(1) Recent experience means experience acquired within the last five (5) years.

(2) Significant experience is defined as the breadth and depth normally acquired by performing a broad range of various, complex activities associated with duties at an executive or strategic direction of similar magnitude for a period of one (1) year or more.

(3) Senior management refers to a position at a superior executive level such as a Director General, Assistant Deputy Minister, Chief Executive Officer, Vice President, or other equivalent executive position.

(4) Complex refers to at least three (3) of the following characteristics: multi-dimensional, multi-jurisdictional, highly sensitive in nature or confidential, affecting multiple partners or stakeholders, setting a precedent, having a potential for significant media coverage, having a major impact on service or program delivery, or in direct fulfilment of department or government priorities.

(5) Managing human resources is defined as directing or overseeing people/staff, including employee performance management, assignment of work, workload management, leading and directing teams through the setting of priorities, developing or contributing to the development of staffing plans.

(6) Managing financial resources is defined as overseeing financial resources and being responsible for sound financial planning, forecasting, and reporting.

AED1: Graduation from a recognized post-secondary institution with a master’s degree in a field relevant to the work to be performed.

EXPERIENCE:
