Duties

As Senior Program Compliance and Quality Assurance Officer, your role will be to manage and implement complex independent reviews and audits projects of First Nations' program management on behalf of the department, in accordance with departmental and regional priorities and risks associated with accounting, financial and governance practices. A variety of programs can be targeted by these projects such as education, social development, capital projects, economic development and health programs to name a few.

You will be required to prepare audit reports for First Nations' Program Officers and Department Program Administrators reporting on findings, evidence and review conclusions. You will be responsible for making recommendations, guiding and advising senior management on solutions to complex problems and challenges to improve the management of First Nation programs on behalf of the department, and explain the results to clients and First Nations.

This will involve conducting / coordinating audits and management control projects, identifying and validating audit criteria, techniques and methodologies. You will need to develop and implement a work plan to conduct interviews and conduct on-site reviews for information gathering and/or validation purposes.

You could also be trained on the Lean approach in order to carry out/coordinate projects to improve the organization's performance in order to create value for internal and external clients. You could be responsible for preparing Kaizens workshops, collecting data, facilitating workshops, monitoring projects, managing change, providing training, coaching managers, etc.

📌 Workplace:
The workplace for the position to be filled is located in Quebec City (320 St-Joseph Street East). Successful candidates will be required to work at the work site in a hybrid work mode. A part-time telework agreement may be discussed and implemented at the time of hiring in accordance with the operational needs of the position to be filled.

EDUCATION
A degree* from a recognized post-secondary institution with acceptable specialization in public administration, business administration, accounting or in other specialty relevant to the position.

* The term "degree" refers to a baccalaureate or higher level studies.

Degree equivalency

EXPERIENCE
EX-1 - Significant experience* in providing advice and recommendations to management through report writing and presentation of results.
EX-2 - Significant experience* in the planning and delivery of compliance reviews or audits (internal or external).
EX-3 - Experience in analyzing financial documents and accounting records.

* "Significant experience" is defined as experience of a breadth and depth that is normally associated with the performance of a wide range of activities that constitute the candidate’s primary work responsibilities for at least two (2) consecutive years.

ASSET OCCUPATIONAL CERTIFICATION
Possess or be in the process of acquiring a professional accounting designation (CPA).
