This process will be used to establish a pool of candidates to staff similar positions at an identical or equivalent group and level with an official language proficiency of Bilingual Imperative CBC/CBC, various security profiles and various tenures at Immigration, Refugees and Citizenship Canada.

EDUCATION:
- Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. EXPERIENCE:
- Recent* and significant** experience in analyzing IM/IT requirements, and providing recommendations or solutions to staff, supervisor or manager.
- Recent* and significant** experience in providing advice and guidance on IM/IT issues.
- Recent* and significant** experience in collaborating and maintaining relationships with various stakeholders, which includes internal and external clients.
*Recent is defined as the experience normally acquired within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately two (2) years.
ASSET QUALIFICATIONS - EDUCATION, EXPERIENCE AND KNOWLEDGE
An asset qualification is considered a "nice to have." Asset qualifications may be used when considering best fit or future hiring needs. Candidates do not need to meet all of the following qualifications.
ASSET QUALIFICATIONS - EDUCATION:
- A Bachelor of Computer Science with a specialization in: Information Technology, Information Management or Computer Engineering from a recognized university.
- Various IM/IT Certifications such as:
- Information Technology Infrastructure Library (ITIL) Certification
- Agile Certification
- Project Management Professional (PMP) and/or Prince 2
- Information Technology Service Management (ITSM)
- Cloud Certifications (Amazon, MS, etc.)
- Certified DevSecOps Professional
ASSET QUALIFICATIONS - EXPERIENCE:
- Recent* and significant** experience in estimating timelines and work effort for application development or implementation of technical solutions.
- Recent* and significant** experience in leading the development or the implementation or support of IT systems.
- Recent* and significant** experience in leading IT teams composed of multi-disciplinary staff and contractors.
- Experience working in one or more of the following systems: Global Case Management System (GCMS), the Canadian passport issuing system (IRIS), the Canadian Immigration Biometric Identification System (CIBIDS), the Grants and Contributions System (GCS) and/or the Government of Canada’s official Electronic Document and Records Management Solution (GCDocs) to deliver IT services.
- Experience in assigning work and/or supervising staff, including students.
- Experience of Systems Development Life Cycle in IT projects.
- Experience incorporating best practice IT security measures into IM/IT applications using DevSecOps.
- Experience using any of the products in IRCC’s DevSecOps product toolchain.

**Significant defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately two (2) years.
NOTE: Depending on the position being staffed, the hiring manager may deem one or more of the above asset qualifications to be an essential qualification. STEP 4 – SECURITY CLEARANCE
The hiring department is responsible for the Personnel Security Clearance process.
Typically to be eligible for a "Reliability" clearance, you must provide residence information for the last five (5) years and to be eligible for a "Secret" clearance, you must provide residence information for the last ten (10) years.
The process may involve reference inquiries, verification of qualifications, criminal records checks, credit checks (if required), and fingerprints.

The selection decision(s) may be based on one or more of the following criteria:
• Matching of the individual's experience or qualifications to the strengths and weaknesses of the work team.
• Matching of the individual's experience or qualifications to the specific duties of the position being staffed.
• Depth, breadth, type of work-specific experience.
• Level/degree of one or more competencies/qualifications.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
