Elections Canada offers a hybrid work model which permits telework based on operational requirements. At Elections Canada, employees are expected to work onsite at least 2 days per week (or a minimum of 40% of their working schedule), which include one fixed day onsite. Work arrangements outside of this model may be considered on an exceptional basis.

The Office of the Chief Electoral Officer (OCEO), made up of Elections Canada and the Commissioner of Canada Elections, is an Agent of Parliament and exercises full, unlimited, independent contracting authority. While the OCEO has this special status, it is also a part of the core public administration and is named in Schedule IV of the Financial Administration Act, meaning team members are eligible for Internal Appointment processes and are deployable to other members of the core public administration.

The Procurement and Contracting Services team is the centralized procurement function responsible for supporting all contracting activities at the OCEO. We are an engaged team of procurement professionals who embrace working with a range of commodities.

Intent of the process

The immediate intention of this process is to staff four (4) determinate positions.

A pool of fully or partially qualified candidates may be established to fill positions at the same or equivalent group and level within Elections Canada with varying tenures (such as indeterminate, specified period) and various linguistic profiles.

EDUCATION
Secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
- Experience in providing advice and support to clients and management on procurement and contracting policies, practices and/or procedures.
- Experience in the preparation of documents for the tendering, evaluation and selection of suppliers
on medium complexity* procurement processes.
- Experience in reviewing, analyzing and recommending improvements to statements of work and evaluation criteria.
- Experience in resolving procurement and contracting issues.

*A MEDIUM COMPLEXITY PROCUREMENT PROCESS IS DEFINED AS A PROCUREMENT PROCESS INVOLVING THREE (3) OF THE FOLLOWING ATTRIBUTES:
➢ MULTI-YEAR
➢ MULTI-CLIENT
➢ MORE THAN $250K
➢ COMPRESSED TIMELINE
➢ MULTIPLE PROCUREMENTS RELATED TO THE SAME PROJECT

ASSET QUALIFICATION:

Diploma or degree from a recognized post-secondary institution.

Membership in a recognized purchasing and supply association or having a certification in purchasing and supply.

Degree equivalency

Experience in using PSPC/PWGSC procurement tools such as standing offers or supply arrangements.
Experience consulting with clients to assess business and procurement risks, developing and recommending mitigation strategies.
Experience in using an Integrated Finance and Materiel Management System such as “FREEBALANCE”, “ORACLE” or “SAP”.
Experience publishing tender documents using the Government Electronic Tendering System.
Experience in industry consultation, such as Request for Information, Letter of Interest or Bidders Conference.
Experience in making presentations and/or in providing training related to procurement and contracting.
Experience in writing policies and procedures.
Experience in Information Technology (IT) procurement projects.
Experience in “coaching” junior contracting officers and/or students.
Experience to plan multiple (yearly) procurement processes.
