Duties

Arctic Field Operations Centre Superintendent will lead the administration, management and safe, secure and effective operation of the Canadian Coast Guard’s Fleet Arctic Field Services, which is tasked to ensure the timely, effective and efficient movement of ships, cargo and personnel in Canadian Arctic ports and communities. The Superintendant supports a variety of Canadian Coast Guard programs and activities such as Marine Aids to Navigation, Search and Rescue, Icebreaking, Environmental Response, Hydrographic and Scientific Research as well as other government departments, agencies and private commercial businesses.

Key activities include:

a. Manage budget and local resources to provide shore support to maritime ship and program operations in the Arctic.

b. Provides logistic planning and support to Canadian Coast Guard Ships deployed to the Arctic, to include (but not restricted to) supply of provisions, disposal of goods, shore movement of personnel, shore coordination of emergency evacuation of seagoing personnel.

c. Manage the Fleet logistical footprint in the Canadian Arctic, to include supply/storage/procurement/maintenance of CCG Fleet assets to include maintenance of to include the helicopter pad, machinery, small vessels, motorized barges, dumb barges, personnel landing craft, vehicles, cargo tools and heavy equipment.

d. Directs and control ships, tug/barge and cargo movement at the CCG Base in Iqaluit to support sealift operations to the community.

e. Establishes and maintains consultative networks with local government representatives, located in and throughout the Canadian Arctic.

f. Provides maritime functional and operational guidance to regional Coast Guard employees concerning various program strategies, issues, resourcing matters and priorities such as governing Arctic supply operations or management of Arctic sites.

Intent of the process

The current requirement is to fill one (1) Arctic Field Operations Centre Superintendent position.

A pool of qualified candidates may be established from this process to fill identical or similar positions within the Department of Fisheries and Oceans Canada and the Canadian Coast Guard with employment tenures, language requirements, security requirements and work locations that may vary depending on the needs of the positions being staffed.

ED1: A secondary school diploma or acceptable combination of education, training and/or experience related to the position.

EXPERIENCES
EX1: Experience collaborating and working with a multi-disciplinary teams from different backgrounds (cultural and organizational) as well as collaborating with organizationally external stakeholders, partners (government and/or non-government) to achieve a common objective.
EX2: Experience in maritime operations and/or the delivery of maritime programs.
EX3: Experience in human resource and financial management, to include performance assessments, hiring of personnel and managing annual budgets.
EX4: Experience in supply management, coordinating procurement activities and/or in logistics management in supporting operational activities in remote locations.

EDUCATION
AED1: Graduation form a recognized post-secondary institution with an acceptable specialization or training in a field related to the position.

ABITLITY
Ability to converse in Inuktitut

ORGANIZATIONAL NEEDS

OPERATIONAL REQUIREMENTS
• Be willing to work weekends and evenings.
• Ability to work on travel status in Iqaluit during Arctic season (June until November).
• Ability to travel on small planes, boats and helicopters.

CONDITIONS OF EMPLOYEMENT
• Willingness and ability to travel, and do so in small airplanes and helicopters, onboard boats and ships, as well as in off-road vehicles over rough and isolated terrain.
• Willingness to wear and maintain a uniform as per CCG’s standards.
• Willingness and ability to work overtime on short notice.
• Willingness and ability to work at various locations which may include vessels and operational incident command posts in isolated areas for short periods.
• Must hold and maintain a valid driver’s licence.
