This challenging and rewarding position is at the heart of the Government of Canada as part of the team working on the editing and translation of its prime decision-making document such as: Main Estimates, Supplementary Estimates, annual reports, departmental plans. This position requires superior professional language skills. You will play a role in determining the correct usage and terminology describing the most visible public and government programs. The Editor is part of a team of language specialists in a dynamic work environment delivering more than 7 million words each year.

Intent of the process

The initial intent of this process is to offer one indeterminate position.

A pool of qualified persons resulting from this process may be created and may be used to fill similar positions with linguistic profile (bilingual imperative CCC/PPC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the core public administration (http://www.psc-cfp.gc.ca/plcy-pltq/rfli-lirf/index-eng.htm).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Bachelor’s degree, from a recognized post-secondary institution, with specialization in translation, French studies, linguistics or other field of specialization related to the position, or acceptable combination of education, training or experience.

Degree equivalency

Experience:
- *Significant experience in editing or writing, in French, various complex, strategic or high-profile texts for different audiences;
- *Significant experience in comparing various high visibility texts translated from English into French, such as annual reports and departmental plans;
- *Significant experience in translating documents from English into French;
- Experience in providing language advice to analysts, project managers or **executives.

Definitions:
*Significant experience is defined as experience, acquired in the workplace, of a breadth and depth normally associated with the performance of duties for a period of at least three (3) years.

**Executives is defined as directors and above, or equivalent.

Information on language requirements

Knowledge:
- Knowledge of the terminology tools and resources used by editors and translators;
- Thorough knowledge of French grammar and language conventions.

Abilities:
- Ability to communicate effectively verbally;
- Ability to communicate effectively in writing;
- Ability to thoroughly edit communication products written in French by public policy specialists or experts from the federal administration to ensure accuracy and readability;
- Ability to thoroughly edit texts translated from English into French, including reports and documents of an administrative, financial and budgetary nature, to ensure accuracy, readability and compliance with stylistic and terminological conventions;
- Ability to translate short texts related to the activities of the federal administration from English into French on an ad hoc basis;
- Ability to work under pressure and meet tight deadlines;
- Ability to provide advice to analysts, project managers or *executives on the rules governing translation and editing, and on plain language principles.

ASSET CRITERIA

Experience:
- Experience in translation or editing in the federal administration.

Knowledge:
- Good general knowledge of a range of fields, including the functioning of public authorities, acquired through extensive professional experience in editing or translation;
- Knowledge of the Treasury Board of Canada Secretariat’s mission, vision and priorities.

Organizational Needs:
-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;
-In support of achieving a diverse workforce, consideration may be given to candidates self-declare as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities, and women.

Operational Requirements
- Willing and able to work a schedule determined by operational requirements; available to work on that schedule;
- Willing and able to work overtime on short notice from time to time, on evenings and weekends; available to do this.

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
