Duties

This selection process will be used to staff the three security teams: cyber security operations, security testing and security assessment.

Cyber Security operations include working on the integration of systems of defense with Government of Canada partners, developing cloud monitoring, managing and responding to events, coordinating cyber security incidents, participating to the change management of the workstation service and developing the departmental vulnerability management program. Security testing is an application security program that consists in conducting Vulnerability Assessment scans, Dynamic Application Security Testing (DAST) and targeted penetration testing. Security assessment is a risk management service that conducts the review of applications and systems safeguards in order to issue Authorizations to Operate (ATO) in accordance to a Risk-Based Cyber Security Assessment Framework.

Intent of the process

The immediate intent of this selection process is to staff IT-03 English Essential and/or Bilingual Imperative BBB/BBB positions in the National Capital Region. However, various locations may also be considered in anticipation of future needs.

A pool of partially* or fully qualified candidates may be established and may be used to staff similar or identical positions with different tenures, various linguistic profiles and/or security clearance within the Federal Public Service.

*Partially qualified simply means that the candidates will be deemed qualified except for the linguistic and security profiles which will be evaluated at a later date should the candidate be considered for an appointment.

- Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

❗Notes:

①. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

②. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

③. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager

Degree equivalency

💼 EXPERIENCE 💼

E1-Significant* and recent** Information Technology (IT) professional experience in at least one of the following cyber / IT security areas:
- Application or system security configuration and hardening
- Application or system security testing
- Cyber security incident handling
- Cyber security event monitoring and response
- Security Assessment & Authorization

E2-Significant* and recent** experience in the development and maintenance of IT procedures or frameworks (targeted to IT professionals and containing specific IT security or cyber security related content.)

E3-Recent** experience providing IT security or cyber security guidance and recommendations to management***.

Definitions:
*Significant experience is defined as a minimum of two (2) years equivalent of full time experience.
**Recent experience is defined as the experience acquired within the last five (5) years.
***Management is defined as being at the Supervisor or Manager level.
