Rail Safety is responsible for strengthening the regulatory framework and overseeing the administration of regulations to support the safe and secure conduct of all railway activities under the federal umbrella. As part of the Rail Safety team in Headquarters-Ottawa, you will work with Engineers involved in every aspect of rail transportation, including the equipment, infrastructure, and any new innovative Engineering fields on the horizon. As a Rail Safety team member, you will interface with key stakeholders including, Transportation Practitioners, members of the Transportation Association of Canada, the Institute of Transportation Engineers, railway industry leaders like Canadian Pacific Railway (CP), Canadian National Railway (CN), VIA Rail and engage with our American counterpart, The Federal Railroad Administration (FRA). Joining our team will provide you with the opportunity to work with diversified engineering professionals from a multitude of specialties. In addition to technical skills, our Engineers have well-rounded qualities that can be applied both in the office and in the field. These include strategic thinking, good judgement and strong writing skills. As a Rail Safety Senior Engineer, you will play a direct role in advancing safety on the rail transportation system in Canada and will work firsthand on standards and technical advisory material that creates the basis upon which rail safety is improved. You will also play an important role in the development and dissemination of direction and expert advice to teams of Engineers in the five regions that deliver its mandate to improve safety of the rail network. Rail Safety has hands-on Engineers in BC, MB, SK, AB, QC, ON and the Atlantic provinces. In addition, the Engineers in the regions also perform inspection duties to keep a pulse on safety performance of the Canadian rail network.

The exciting files that are on Rail Safety’s immediate horizon include the Government’s plans to introduce its High-Frequency Rail service along the Quebec-Windsor corridor. This will involve the Rail Safety team in various arenas and will require engineering capacity to identify, assess, and recommend innovative solutions to keep the rail network safe.

Intent of the process

The results of this process will initially be used to staff one ENG-04 position and one ENG-05 position indeterminately.

A pool of qualified candidates will be established to staff identical or similar positions with various tenures with Transport Canada.

Education Stream 1 & 2:
ED: Graduation with a degree from a recognized post-secondary institution in either civil engineering, electrical engineering, mechanical engineering or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Occupational Certification:
OC: Eligibility for certification as a professional Engineer in Canada with specialization in engineering specialty relevant to the position (please see note 1).

EX4: Experience in writing engineering technical documents.
EX5: Experience in preparing briefing material such as briefing notes, issue papers, and/or presentations destined for senior management***.

AEX5: Experience in the design and implementation of oversight programs to monitor compliance to legislative requirements

*Engineering work may include, but is not limited to design, construction, maintenance, inspection, safety audit and/or testing.

EX7: Experience conducting Research & Development as a core responsibility of work, related to transportation files.
EX8: Significant* and recent** experience in developing and maintaining consultative and collaborative working relationships with stakeholders including technical teams, consultants and/or contractors.
EX9: Significant* and recent** experience in project or contract management.

*Significant experience is defined as the candidate has performed activities related to this task in a variety of situations over a period of at least two (2) years.
**Recent is defined as within the last five (5) years.
