The Department has formally transitioned from an employer-directed remote work posture to a flexible (hybrid) work model. Most positions can be staffed on a hybrid basis. A hybrid work arrangement involves employees doing a combination of work onsite and offsite, with onsite activities being done for reasons of efficiency, effectiveness or the requirements of the function. Employees may also be required to be onsite for specific organizational reasons including onboarding, training, collaboration, networking or all-staff meetings.

Intent of the process

As a large and dynamic organization, current and future opportunities will primarily focus on the management of IT applications, IT Operations, IT Technical Debt, and Cloud, Strategic planning.

A pool of partially or fully qualified candidates may be established from this selection process and may be used to staff positions with similar requirements within Employment and Social Development Canada. The results may also be used for other jobs that may become available at ESDC and across the federal public service. These could be permanent positions or jobs for a specific time period. EDUCATION

The minimum standard is:
• Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
1. Indeterminate incumbents in the IT group on December 9, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience (minimum of 5 years in IM/IT) may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE:
EXP1: Recent (i) and significant (ii) experience at the manager level or above, in leading at least two (2) IM/IT domains (disciplines) (iii).

EXP2: Recent (i) and significant (ii) experience providing oral and written strategic advice, briefings, and recommendations to senior management (iv), in response to complex (v) IM/IT operational issues.

EXP3: Recent (i) and significant (ii) experience, at the manager level or above, in collaborating with stakeholders (internal / external / departments / agencies / private sector) for the achievement of results.

EXP4: Recent (i) and significant (ii) experience managing human resources (vi).

EXP5: Recent (i) and significant (ii) experience managing financial resources (vii) in a business, operational or project environment.

DEFINITIONS

(i) Recent experience acquired within approximately the last five (5) years.

(ii) Significant experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately three (3) years or more.

(iii) The list of the IM/IT domains (disciplines) in scope of this process is presented below:

- IM/IT Enterprise, Application and Technology Architecture
- Programme, Portfolio, and Project Management
- Software Engineering or Development, Deployment, and Management
- Information Management
- IT and Cyber Security Management and Operations
- Distributed Computing Management and Delivery
- IM/IT Service Management
- IM/IT Infrastructure Operations
- Management of Aging IT and Technical Debt
- Business Continuity and IM/IT Disaster Recovery Planning
- Cloud Infrastructure, Management, Architecture, Security and Strategy

(iv) Senior Management is defined as Director level and above.

(v) Complex issues is understood by at least two (2) of the following characteristics: multidimensional, sensitive and confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service/private sector, or having potential for significant media coverage.

(vi) Human Resources: is defined as supervision of staff including resource planning, staffing, assigning and managing work, assessing and managing performance, developing and implementing training and staffing plans. Applicants must also indicate the number of employees they supervised directly.

(vii) Financial Resources: is defined as management and accountability for a budget, including responsibility for financial planning, forecasting and reporting. Applicants must also indicate the budget under their direct control.

📋 Assessment
Candidates must meet all the essential criteria in order to be appointed. However, candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed. Asset qualifications, cut-off scores higher than the minimum, top-down and/or random selection techniques may be used at any phase of the process.
