Navigation Protection Program Officers help make the national transportation system safer through the administration and enforcement of the Canadian Navigable Waters (CNWA) and the new Wrecked, Abandoned and Hazardous Vessels Act (WAHVA).
Their work involves reviewing the impacts of, and issuing approvals for, structures, facilities and marine works in Canadian navigable waters and identifying ways to reduce the navigation impacts of works on other waterway users. Also, the work conducted by NPP officers under WAHVA supports the Government of Canada’s Ocean Protection Plan and protects Canada’s coastlines by addressing abandoned and dilapidated vessels and promoting responsible vessel ownership.
Work is a mix of “in-office” and “on-the -water work” conducting inspections, investigations, waterway navigability assessments, navigational hazard assessments, addressing and resolving complaints. Officers provide technical advice, recommendations and guidance to management and other government departments, industry/business interests, the marine community, and the general public. Officers have excellent communication skills and work closely with departments/agencies of all levels of government, the marine industry, Indigenous groups, stakeholder organizations, marine users and the general public building strong relationships and delivering great client service.

Stream 1 – Permitting
Graduation with a degree from a recognized post-secondary institution OR an acceptable combination* of education and experience relevant to the position.
*Acceptable combination is defined as successful completion of a post-secondary educational program from a recognized post-secondary institution AND a minimum of two (2) years of regulatory permitting work experience with municipal, federal or provincial government departments or agencies – including, but not limited to, municipal permitting offices, fisheries authorizations, environment and natural resources authorizations, Transport Canada, or Environment and Climate Change Canada.
Stream 2 – Compliance and Enforcement
Graduation with a degree from a recognized post-secondary institution OR an acceptable combination* of education and experience relevant to the position.
*Acceptable combination is defined as successful completion of a post-secondary educational program from a recognized post-secondary institution AND a minimum of two (2) years of regulatory compliance work experience with municipal, federal or provincial government departments or agencies OR a minimum of five (5) years of regulatory compliance work experience with municipal, federal or provincial government departments or agencies – including, but not limited to, municipal or provincial police, fisheries, environment and natural resources, Transport Canada, Canada Border Services Agency, Canadian Food Inspection Agency, Fisheries and Oceans Canada, Canadian Coast Guard, Parks Canada, Environment and Climate Change Canada, or Royal Canadian Mounted Police.
Stream 1 – Permitting
Significant* experience reviewing and assessing applications or equivalent and issuing or making recommendations to issue approvals, permits, licenses, authorizations or similar associated with federal or provincial legislation OR Significant* experience consulting with federal or provincial regulators and their representatives for the purpose of obtaining approvals, permits, licenses, authorizations or similar for construction or certification related projects.
Stream 2 – Compliance and Enforcement
Significant* experience in conducting inspections or investigations and conducting enforcement activities in support of legislation.

Significant* experience providing assistance, instruction or advice to clients such as stakeholders, regulated entities, agencies or the public to issue, obtain or comply with approvals, permits, licenses, authorizations or similar.
Experience in interpreting and applying acts or regulations for the purposes of obtaining or issuing approvals, permits, licenses, authorizations or similar associated with construction or certification related projects OR for the purpose of exercising legislated powers and authorities associated with compliance and enforcement.

In assessing candidates, assessment boards may use a variety of tools and methods including, but not limited to, reviews of past performance and accomplishments, written tests, interviews, PSC tests and reference checks. In addition, all information obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidates.
