Global Affairs Canada (GAC) is responsible for managing Canada’s diplomatic and consular relations abroad, expanding international trade, and leading Canada's overseas activities related to international development and humanitarian assistance. GAC is also responsible for maintaining the Government of Canada’s international network of diplomatic and consular offices in foreign countries.
The department employs over six thousand persons, half of whom are based at headquarters in the National Capital Region, the other half serving at missions around the globe. No matter where they might be stationed, GAC staff play a vital role in promoting Canada’s place in the world and providing vital services to Canadians wherever they go abroad.
The Delivery, Professional and Technical Services - AWD is the International Platform Branch’s physical infrastructure delivery agent, responsible for meeting the evolving needs of GAC’s missions abroad by designing, constructing, equipping and supporting Canada’s diplomatic and consular platform abroad. Capital Project Delivery is the Centre of Expertise (CoE) for real property project management, and as such plays an oversight role in ensuring the delivery of projects remain on scope, on time and on budgets. In this capacity, the team is responsible for the coordination of all technical requirements and the implementation of construction, fit-up and renovation services of real property assets abroad.

Immediate need: The intent of this selection process is to staff two (2) AR-05 positions on an indeterminate basis with an English Essential linguistic profile and one (1) AR-04 position on an indeterminate basis with a bilingual imperative linguistic profile. Other potential AR-05 and AR-04 positions to be filled in the near future with various linguistic profiles.
This process may be used to create a pool of qualified candidates as well as to fill identical or similar positions at Global Affairs Canada. The language profile, level of security and length (indeterminate, secondment or assignment) of those positions could vary.
Stream 1: AR-04 - annual rates of pay (in dollars) for this group and level: $95,851 to $111,554

EDUCATION
Stream 1 and 2
Graduation with a degree* in architecture from a recognized post-secondary institution.
OR
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, rural planning, community planning or some other specialty relevant to landscape architect and town planner positions.
*A degree is defined as a baccalaureate or higher-level degree, as established by educational authorities.
Stream 2
Hold a valid, professional license as an architect with a provincial or territorial regulatory association in Canada.
EXPERIENCE
Stream 1 and 2
Experience preparing, reviewing or coordinating technical documents such as design or tender drawings, specifications, functional programs, or feasibility studies.
Stream 1
At least two (2) years experience in the last eight (8) years in real property project management for design or construction projects such as buildings, interior fit ups or renovations.
Experience in real property procurement processes or contract management.
Experience coordinating multi-disciplinary project teams (including design consultants and construction contractors).
Stream 2
Recent* experience managing** the project planning and implementation for construction refit or fit-up of real property facilities for projects valued at least $1M.
Experience managing** procurement processes and contract management related to real property projects.
Experience managing** multi-disciplinary project teams (includes design consultants and construction contractors).
Experience in managing financial resources***.
Experience providing strategic advice and recommendations to clients or senior management (Director level or above) on real property projects.
*Recent is defined as at least five (5) years of experience within the last eight (8) years.
**Managing is defined as direct responsibility.
***Some examples of managing financial resources may include the following activities: full delegation for a budget, being responsible for financial planning, forecasting and reporting. Applicants must indicate the size of the budget they managed directly.
EDUCATION - ASSET
Stream 1 and 2
Successful completion of an acceptable post-secondary educational program or professional certification in Project Management.
Stream 1
Certification or membership, with a provincial association granting professional license in architecture or other specialty relevant to the position.

Leadership in Energy and Environmental Design (LEED) certification
EXPERIENCE - ASSET
Stream 1 and 2
Experience in alternative forms of project delivery (Construction Management-at-risk, Design-Build, Design-Bid-Build, Public- Private Partnerships).
Experience in delivery of construction projects outside of Canada.
Experience in the delivery of projects with significant physical security requirements.
Experience in development of project documentation such as Treasury Board Submission, Requests for Proposals, and/or Requests for Quotations, Procurement Plans.
