IRCC currently operates on a combination of remote work and physical presence in the office. Successful candidates are expected to work a minimum of two (2) days every week from our offices located in Gatineau. This may change over time.
STREAM 1 - Senior Procurement Officer
As a Senior Procurement Officer, you will have the opportunity to deliver the full range of contracting services for IRCC’s Headquarters (HQ) and Regional Operations. This includes the preparation of various types of complex contractual instruments; the planning, organizing, conducting, and monitoring of procurement and contracting activities; the provision of expert advice on contracting issues; the mentoring and coaching of junior employees and students; the reviewing of contractual documents for quality assurance and compliance with policies and directives; and making recommendations on program documentation to support the Department, Branch, and Directorate in the achievement of its mandate and related objectives, priorities and future strategic direction.
STREAM 2 - Senior Policy Officer
The Senior Policy Officer assumes a considerable variety of high-profile and sensitive tasks. These include, but are not limited to: (1) the development, delivery, and administration of a training program for procurement within Immigration, Refugees, and Citizenship Canada (IRCC) (2) all reporting to central agencies on departmental procurement activities, including responding to Access to Information Requests and Parliamentary Enquiries relating to procurement, (3) internal policy development including directives, frameworks, instructions, guidelines, information bulletins, templates and checklists for procurement, and (4) the oversight of operational procurement activities through quarterly quality control reviews of procurement files.
A pool of qualified candidates will be established to staff similar positions at Immigration, Refugees, Citizenship Canada at an identical group and level with same official language proficiencies (Bilingual at intermediate), various security profiles (Reliability, Secret) and various tenures using various staffing mechanisms.
This means that candidates who demonstrate that they have the essential criteria but who are not chosen for the vacant positions could potentially be considered for other positions in the future.

EDUCATION - COMMON TO BOTH STREAMS
Ed1. A secondary school diploma
EXPERIENCE - STREAM 1 (Senior Procurement Officer)
E1. A minimum of two (2) years of experience within the last five (5) years performing the following duties. Your experience must include the completion of each of the following activities:
a. Assist the client in developing the Statement of Work (SOW) and establishing the technical and
financial evaluation criteria.
b. Develop or implement procurement strategies and recommend the appropriate basis of selection.
c. Prepare solicitation documents such as Requests for Proposals (RFP), Invitation to Qualify (ITQ),
Request for Quote (RFQ) or other similar documents.
d. Assist or participate in bid evaluations, negotiate with multiple stakeholders (e.g. suppliers, clients),
and award contracts.
e. Provide strategic procurement advice and guidance to clients or management on procurement and
contracting policies, practices or procedures.
f. Administer contracts, including managing contract deliverables and contract issues.
E2. Recent experience* in issuing at least two (2) complex** competitive procurement processes for the acquisition of goods or services.
EXPERIENCE - STREAM 2 (Senior Policy Officer)
E3. A minimum of one (1) year of experience in issuing and/or managing contracts and/or preparing
procurement documentation.
E4. Experience in developing or collaborating in the development of policies and/or procedures and/or guidelines for an organization.
E5. Experience in preparing procurement or financial reports.
E6. Experience providing training to management, clients or staff.
E7. Experience in performing quality control functions.
EXPERIENCE - COMMON TO BOTH STREAMS
E8. Recent experience* using a financial, materiel or contract management system.
* Recent experience refers to experience acquired within the last five (5) years.
** Complex is defined as a procurement having a minimum of two (2) of the following characteristics:
• High profile or sensitive;
• Multi-year or multi-phased project;
• Involving multiple clients or stakeholders (legal services, other organizations, vendors etc.);
• Project with a dollar value of at least $1 million;
• High risk project (e.g. scope, security, emergency, etc.);

EDUCATION
AEd1. Graduation from a recognized postsecondary institution with a diploma in commerce, business administration, supply chain management, finance, science or another related field.
AEd2. Participation in the Professional Development and Certification Program in Procurement, Material Management and Real Property Field.
EXPERIENCE
AE1. Experience using SAP integrated System Financial and Material Management modules.
AE2. Experience in developing or implementing policies or directives.
AE3. Experience in using an Integrated Financial and Materiel System (IFMS).
AE4: Experience in conducting procurement reviews (audits) and providing recommendations on process improvements.
AE5. Experience in supervising employees.

TOP-DOWN APPROACH:
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications. A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset criteria and/or organizational needs may also be applied at the screening stage.
