Intent of the process

A pool of candidates could be established and could also be used to staff PE-03 and PE-04 positions with various linguistic profiles (Bilingual imperative BBB/BBB, Bilingual imperative CBC/ CBC) and various security requirement using different staffing mechanisms (deployments, indeterminate/determinate appointments, actings, assignments/secondments, Interchange Canada) within Health Canada and Public Health Agency of Canada.

PE-03: Human Resources Advisor, Classification
PE-04: Senior HR Advisor, Centre of Expertise

EDUCATION:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

- Experience in working with Job Evaluation Standards.
- Experience in conducting research from various sources, performing analysis and developing options and recommendations to management*.

📌STREAM 2: PE-04 POSITIONS ONLY

- Significant** experience working in classification and organizational design;
- Significant** experience in evaluating positions
- Experience preparing written briefing material such as memos, briefing notes, and organizational design options.
- Experience in the interpretation and application of policies, directives and initiatives related to Human Resources.

📌FOR BOTH STREAMS (PE-03/PE-04)

- Experience in providing services, guidance and strategic advice and recommendations on organizational design and classification issues to management*

ASSESSMENTS

Candidates must meet all the essential criteria in order to be appointed. However, applicants may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

A variety of assessment tools may be used in the assessment of candidates, such as: written test, self-assessment, situational exercise, oral interview and/or reference checks. Note that assessment tools will be administered electronically and virtually.

Please note that asset qualifications and/or a top-down approach may be used at any stage of the assessment process to identify which applications will be given further consideration.

What is a top-down selection? It is where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.

At the time of assessment, proof of education will be required. If you were educated outside of Canada, you must have your credentials and/or diploma assessed against Canadian education standards. The public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, through a recognize credential assessment service.
