Duties

Real Property Services of PSPC is delivering a full suite of services to federal departments and agencies. This includes office accommodation, project management, real estate services and specialty services (geomatics, environmental, architectural, and engineering), including the management of multiple federal engineering assets (bridges, dams, highways and dry docs), as well as the acquisition and disposal of federal real property.

Science and Parliamentary Infrastructure Branch (SPIB) is responsible for strengthening Canada’s science community through the renewal of federal science infrastructure. She is working in partnership with federal science departments and agencies, as well as other government stakeholders, to implement a transformative initiative to keep Canada’s science ecosystem strong and competitive.

We currently have positions available in the following service lines: National Capital Area Project Delivery (NCAPD), Project Management (PMSL) and Laboratories Canada (SPIB).

The National Capital Area Project Delivery (NCAPD) sector is responsible for the delivery, leadership, and guidance of major office-related property projects in the National Capital Area. Its goal is to plan and manage the successful delivery of major projects for Real Property Service’s clients. The Project Management service line (PMSL) assists with the planning and delivery of a wide range of projects such as real property asset acquisitions or improvements, fit-up of accommodation space, construction, renovation and remediation assets (building, bridge, dam, road, etc.). The Laboratories Canada Program within the Science and Parliamentary Infrastructure Branch (SPIB) is advancing the delivery of new science infrastructure across Canada by revitalizing federal science and technology laboratories in addition to restoring and modernizing the buildings and grounds of Parliament Hill.

A variety of assessment tools may be used in the assessment of candidates. Also note that certain competencies will be assessed globally. This means that candidates may proceed through all the assessment steps, including the reference check phase at which time a global score will then be assigned that will indicate an overall pass / fail.

The Project Director directs and controls all aspects of real property technically significant/major complexity and value projects/programs development and delivery by directing the work of teams in the various phases of initiation, planning, definition, execution and close out to satisfy time, cost, scope and quality requirements consistent with departmental commitments to the client. He/she oversees the monitoring, review and acceptance of service provider and construction work. This includes resource control, financial management and contract administration for projects/programs of work for federal departments and agencies.

• Manages a team of professional and technical experts that provide advice and services related to the planning, design, construction, conservations, or maintenance of engineering works on building systems, structures, equipment, or processes.
• Manages the work delivered by a large multi-disciplinary unit.
• Provides authoritative professional, engineering advice and guidance to PSPC and other government departments, senior management, and project teams and leads teams delivering technical services in support of complex or high-profile projects.
• Manages, forecasts, and plans the resource requirements and budgets for the unit and its body of work; manages capacity versus demand for human resources, and allocates budgets as required to ensure continued and consistent delivery of services to meet client demand.
• Establishes the objectives, business plan, work plan, and strategies for the unit. Implements measures as required to ensure the larger organization meets its objectives, priorities, and commitments, and contributes to strategic business development in that regard.
• Provides leadership related to the development of policies, standards, and procedures for work performed in, or for, the department or other government departments.
• Assures the quality of all work prepared by staff and ensures that work delivered to clients meets their requirements.
• Directs the development and preparation of a variety of documents prepared for clients and/or senior management and brief senior management.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
