Work environment

The Transportation Safety Board of Canada (TSB) is part of the core public administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the Public Service Employment Act (PSEA). This being said the TSB is an independent arm's length agency that reports to Parliament through the President of the King's Privy Council for Canada. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB has a strong and credible reputation in Canada and around the world.

The TSB is a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process

The Manager, Regional Operations – Rail Investigations reports directly to the Director of Investigations for the Rail and Pipeline Branch. The Manager is responsible for the management and direction of a team of regional investigators for the conduct of rail occurrence investigations. This includes providing expertise and strategic direction to regional investigators, the development of scientific investigation reports, and the preparation and communication of investigation results.

Secondary school diploma or employer-approved combination of education, training and/or experience relevant to the position.

Degree equivalency

Significant experience* in the delivery of investigations, projects, programs and/or operational activities** related to rail transportation.

Experience leading and coordinating the tasks and activities of a technical and/or operational team.

Experience in providing analysis, advice, and recommendations to management related to rail transportation.

Experience writing technical or accident investigation reports related to rail transportation.
*Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 10 years.

**Operational activities are defined as those performed during railway management, and/or train operations, and/or track maintenance, and/or the operation and maintenance of mechanical rolling stock.

Knowledge of North American freight and passenger railway networks and systems including standards, operating practices, maintenance and repair practices, track infrastructure characteristics, and equipment types.

Knowledge of accident investigation methodologies and techniques, safety management and risk analysis techniques.

Technical College diploma / certification from a recognized institution in a field related to the position being filled.

University degree from a recognized institution in Civil Engineering, Electrical Engineering, Mechanical Engineering or other engineering specialty relevant to the duties of the position.

Qualification or certification in any of the following occupations:
• Operating employee (locomotive engineer or conductor)
• Rail Traffic Controller
• Car Inspector
• Track Maintenance Foreman
• Signal Maintainer

Eligibility for certification as a professional engineer in Canada.
Note: Qualification or certification need not be valid at the time of application.

Experience in conducting risk assessments and developing risk mitigating strategies.
Experience working in railway management.
Experience working in a regulatory agency.

Possess a valid driver’s license in Canada.

Be able and agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.

Be able and agree to respond and travel on short notice during and after normal working hours and on statutory holidays.

Be able and agree to travel within Canada and abroad, including travel by car, rail, ship and air.

Willingness to be available on standby, on a rotational basis.

Willingness to undergo TSB required training.
