Duties

Working in the Civil Aviation Directorate at Transport Canada, Civil Aviation Safety Inspectors (CASI) - Airworthiness are responsible for performing inspection activities as they relate to individuals and organizations involved in aircraft and aeronautical product maintenance and manufacturing. CASIs are responsible to ensure compliance with the civil aviation regulatory framework, to ensure and promote aircraft airworthiness and a proactive safety management system culture, for the safety of civil aviation in Canada and abroad.

What you will be doing

✔ Conducting regular inspection activity of approved organizations, writing reports and following up on areas of concern.
✔ Reviewing and approving company documentation relating to policy and procedure for aircraft operation and maintenance.
✔ Review, inspection and certification of applicants for AMO, ATO, Air Operator, Manufacturer and AME licence.
✔ Investigating and providing technical support relating to aviation incidents, accidents and continuing airworthiness.

CASIs must be skilled communicators capable of working effectively with others in a challenging environment, exercising good judgment, making effective decisions based on risk and adapting to different needs of stakeholders. They must be able to influence change and respond effectively to stressful situations. In the course of ensuring regulatory requirements are met, inspectors carry significant responsibility and accountability as their decisions have a direct impact on the transportation system and safety of the travelling public.

Work environment

The key activities of this position require frequent travel locally, regionally, and sometimes nationally. Typically many work tasks will be performed in an office or telework environment, or in various indoor and outdoor aviation/industrial environments such as aircraft hangars and airport ramps and under varying weather conditions.

Intent of the process

This is an anticipatory process. A pool of qualified candidates may be established and used to staff positions with Transport Canada Civil Aviation in Ontario Region. It may also be used to staff other similar positions within Transport Canada.

EDUCATION:

A secondary school diploma, and
Successful completion of a post-secondary diploma/degree in aircraft maintenance or an acceptable combination of education, training and experience related to aircraft maintenance and/or manufacturing.

Degree equivalency

OCCUPATIONAL CERTIFICATION:

A valid Canadian Aircraft Maintenance Engineer (AME) Licence.

EXPERIENCE:

1. Recent* experience in holding Aircraft Certifying Authority (ACA) or Shop Certifying Authority (SCA) in a Canadian approved aircraft maintenance organization (AMO) and/or holding certifying authority within a Canadian approved manufacturing organization;
OR
Recent* experience in holding supervisory or maintenance control or quality assurance responsibilities in a Canadian AMO, Canadian Air Operator, or Canadian approved manufacturer.

*Recent is defined as experience acquired within the last six (6) years.

2. Extensive experience in the performance of complex activities in a wide variety of situations and has six (6) or more years of industry experience as a licensed AME.

3. Extensive experience in demonstrating an increasing level of responsibility throughout their career.

• Three (3) years of experience as a Person Responsible for Maintenance or other senior technical manager in an Approved Maintenance Organization.

• Extensive experience* working in an environment dealing with Rotor Craft operations.
• Extensive experience* working in an environment dealing with Airline operations.
• Extensive experience* working in an environment dealing with Air Taxi operations.
• Extensive experience* working in an environment dealing with Recreational aircraft.
• Extensive experience* working in an environment dealing with Manufacturing processes (welding, plating, etc.).
• Extensive experience* working in an environment dealing with Avionics maintenance and repair.
• Extensive experience* working in an environment dealing with Non-destructive testing methods.
• Extensive experience* in the inspection, modification, repair or manufacturing of aeronautical products.
• Extensive experience* in respect of the repair or modification of structures (sheet metal, tubular, composite, etc.).
• Extensive experience* in the supervision or management of quality programs**.

*By extensive experience, we expect the candidate has performed complex activities in a wide variety of situations.
**Quality programs include quality control and/or quality assurance systems.
