Fisheries and Oceans Canada (DFO) leads the management of Canada’s fisheries and the safeguarding of Canadian waters.
The Canadian Coast Guard (CCG), a Special Operating Agency within DFO, is responsible for services and programs that contribute to the safety, security, and accessibility of Canada’s waterways.
CCG Information Technology (IT), a division of Integrated Technical Services (ITS), is comprised of the IT Application Development and the IT Enterprise Solutions sub-divisions. These divisions support applications of a national focus that are directly related to the priorities and programs of the Canadian Coast Guard. Our clients span ITS, CCG Safety and Security, Seagoing Personnel, Vessel Planning branches to Search and Rescue, Icebreaking and many more.
The IT Application Development sub-division is responsible for the custom development, maintenance and support of specific CCG systems that have been implemented and are currently in use on land and on vessels. The Enterprise Solutions sub-division is responsible for the configuration, maintenance and support of enterprise-scale commercial-off-the-shelf products (COTS).
CCG IT is comprised of the following teams.
• Marine Services and Activity (Aids to Navigation, Icebreaking, Fleet Activity)
• Asset Management Systems (Maximo);
• Human Resources and Finance;
• Domain Awareness and Education (GIS, Student Information System and Personnel Training);
• Business Intelligence and Data Management (Cognos, Meridian, Azure Pipelines), and;
• SAR, ER and Infrastructure (Search and Rescue, Environmental Response and Network Administration).

The intent of this process is to staff multiple indeterminate positions. A pool of qualified candidates may be established and used to fill similar positions with various tenures, various locations, various security profiles and various linguistic requirements within Fisheries and Oceans Canada and the Canadian Coast Guard.

➤ EDUCATION :
➝ Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. ➤ EXPERIENCE:
① Significant* and recent** experience in Web application development (e.g.: Java, JavaScript, Vue.js, Node.js, .NET/C#, Python, or PHP)
② Significant* and recent** experience in developing or working with SQL or PL/SQL or T-SQL
③ Experience in configuring and deploying custom applications or commercial-off-the-shelf (COTS) products on servers or desktops
④ Experience in maintaining and supporting complex*** IT applications.

*Significant experience is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
**Recent experience is defined as experience normally acquired within the last five (5) years.
*** A complex IT application refers to an initiative with one or more of the following characteristics:
• represents a large number of stakeholders with diverse interests (more than 2 stakeholders);
• is considered critical to fulfilling the mandate of the organization;
• a multi-platform set of technologies requiring integration;

ASSET QUALIFICATIONS:
➝ Significant* and recent** experience working with user stories and product backlogs, and using Agile methodologies (Scrum, Scrumban, or Kanban methodologies).
➝ Experience in providing technical support, coaching and advice to clients on IT services, and analyzing clients’ requirements.
➝ Experience in conducting technical research and analysis of technical issues and implementing corrective actions.
➝ Experience in interpreting business requirements for technical solutions.
➝ Experience in Information Security in an IT environment.
➝ Experience in writing technical specifications and documentation.
➝ Experience in developing REST API web services.
➝ Experience in GIS technologies, IBM Maximo asset management system, or business intelligence technologies (e.g. Cognos, MS Power BI, Azure Data Factory, etc.).
➝ Experience in working with open source software.
➝ Experience programming in C/C++
➝ Experience in UNIX shell scripting and GTK
➝ Experience programming in Java
