As a Human Resources Advisor, you will be providing services to a dynamic and elaborate organization comprised of more than 18,000 employees, 43 correctional institutions, 91 parole offices and 14 community correctional centres across Canada. Based on Treasury Board's Direction on prescribed presence in the workplace, CSC is transitioning to a hybrid work model which will allow most employees the opportunity to both telework and work from the office location, subject to operational requirements. Intent of the process

This process is being launched for anticipated needs.

The intent of this process is to create a pool of qualified candidates to fill Human Resources Advisor, developmental positions, on an indeterminate or temporary basis.

We have an approved Human Resource Development Program (HRDP). The HRDP is an integrated, competency-based development program developed by and for the Correctional Service of Canada. It pertains to positions in the personnel administration (PE) group. The HRDP enables successful participants to advance through the PE classification (PE-01 and PE-02) up to the working level of PE-03. It provides participants with learning, training, development and assessment of competencies. Persons appointed into the HRDP at the PE-01 or PE-02 group and level will be provided the opportunity to advance to the PE-03 group, with a potential indeterminate PE-03 appointment upon the successful completion of the program.

The pool of qualified candidates may be used to staff similar positions in various locations on an indeterminate, term, assignment, deployment or acting basis with various linguistic requirements/profiles and/or security requirements within the public service.

While this pool may be used to staff positions in other government departments, CSC reserves first choices in candidate selection.

EDUCATION

Common to PE-01 and PE-02:

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
OR
The following combinations of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may be considered an acceptable alternative* to the minimum education standard:
• Three (3) years of experience working in HR providing options and recommendations and a diploma from a recognized post-secondary institution in a relevant field of study; or
• Five (5) years of experience working in HR providing options and recommendations and a secondary school diploma; or
• Three (3) years of experience as a supervisor or manager with HR-related responsibilities (such as but not limited to people management, staffing, etc.) and a secondary school diploma.

*N.B. These alternatives are considered acceptable in the context of this staffing process. Candidates must therefore be re-assessed for future opportunities where management decides to use alternatives to the education.

EXPERIENCE

PE-01 only:

• Experience providing support and analyzing and processing client requests.

PE-02 only:

• Experience providing options and recommendations to clients in one of the HR disciplines or programs (such as, but not limited to, Staffing, Labour Relations, Classification, HR Planning, or Learning and Development or in programs such as Employment Equity or Official Languages).

• Experience working in any HR discipline such as but not limited to Staffing, Labour Relations, Classification, HR Planning, or Learning and Development or in programs such as Employment Equity or Official Languages.
• Experience writing briefing notes.

When answering the screening questions, remember that the assessment board cannot make assumptions about your education and experience. It is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples with significant details to explain WHEN, WHERE and HOW you acquired each qualification. This is similar to what would be expected of you when asked to provide a concrete example of a particular situation in the context of an interview.

Candidates must also submit a resume with their application, which will only be used to validate the information provided in their answers to the screening questions.

Should your responses to the screening questions contain insufficient details to demonstrate that you meet the screening criteria, your application will not be given further consideration in this process. Candidates will not be solicited for incomplete or possible missing information.

You must provide proof of your education credentials. If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards. For more information please click on “Degree Equivalency” in the Education section above.

Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.

Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the passmark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.
