Duties

This position entails supporting the delivery of FedNor programs, products, services and initiatives to Northern Ontario stakeholders, including communities, indigenous communities, not-for-profit organizations and small and medium sized businesses.
For the Initiatives Officers positions

Key activities include:
• Providing advice and guidance to stakeholders in the development of project proposals consistent with FedNor priorities;
• Brokering and negotiating partnerships and support for community economic development initiatives;
• Providing advice and input into FedNor’s programs, policies and systems related to economic development;
• Ensuring commitments made with stakeholders are fulfilled in accordance with terms and conditions of agreements, program policy and procedures and legislative requirements;
• Writing briefing notes and memoranda for senior management; and,
• Supporting the Manager, Program Delivery, in the administration of geographic, community, or sector/industry specific initiatives.

For the Policy and Planning Officers positions

Key activities include:
• Developing, maintaining and/or improving tools, program guidelines, policies and procedures to support program delivery;
• Monitoring, analyzing, and disseminating national policies, directives, programs and initiatives;
• Providing functional guidance and strategic program policy advice;
• Preparing ministerial briefing materials; and,
• Participating in committees and project teams on complex policy files and issues.

Intent of the process

The immediate intent of this selection process is to staff positions on an indeterminate basis: with different linguistic requirements: English Essential, of Bilingual imperative - BBB/BBB, CBC/CBC, CCC/CCC and different security clearance: Reliability and Secret Security Clearance.

A pool of qualified and partially qualified candidates will be created to staff similar positions within Federal Economic Development Initiative for Northern Ontario with various language requirements and various tenures (indeterminate, deployment, acting, specified period, assignment, secondment).

EDUCATION
- Graduation with a degree from recognized post-secondary institution with acceptable specialization in a field relevant the duties of the positions or acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE
EXP1 - Experience in the development or delivery of economic development programming and/or grants and contribution programs.
EXP 2 - Experience developing and delivering presentations to various internal and/or external stakeholder groups.
EXP 3 - Experience in developing and providing advice on *complex matters.
EXP 4 - Experience building relationships with various constituents (federal, provincial, or municipal governments, not-for-profit organizations or private sector).
EXP 5 - Experience working in multi-disciplinary project teams.

* Complex is understood to mean those with some of the following characteristics: multidimensional, highly sensitive, affecting many partners or stakeholders external or /and internal , precedent-setting, having a major impact on service or program delivery

AE2 - Experience in policy development.

K2 - Knowledge of private sector and not-for-profit financial analysis, including financial ratio analysis.
