Duties

The candidate can be considered for one or both of the streams. The type of work being done in each of the streams is described below.

Stream 1 – Economic Research and Analysis

The candidate would be working on the planning and management of economic, statistical, and impact studies. In addition, they would be conducting data analysis and reporting. Finally, the candidate would be conducting economic and transportation research, support program and policy development, and engage with internal and external stakeholders.

Stream 2 – Data Scientists

The candidate would be researching economic and statistical data. In addition, they would be conducting data analytics and reporting. Finally, the candidate would be conducting research and studies and internal and external stakeholders.

Under the direction of the Chief Economist, the Transportation Economic Analysis Directorate plays a leadership role in providing support and advice to the Minister and senior management on trends, issues and challenges related to transportation and supply chains. It supports Transport Canada’s priorities and operations by monitoring, analyzing, and reporting on the performance and utilization of the multimodal transportation system (for both passengers and freight) to address bottlenecks and advance traffic management/optimization and investment planning, along with carrying out economic/transportation impact assessments from system disruptions.

Supply chains are a key priority for the Government and Budget 2022 allocated significant resources to expand Transport Canada’s analytical capacity and partner with the industry to improve data sharing, market intelligence and digitalization. A significant focus has been given to supply chain challenges, from congestion and delays at key trade gateways, to infrastructure investment, and recovery to adapt to extreme weather events.

The Directorate is looking to hire a number of analysts in the coming months to work on a wide range of files involving quantitative analysis, policy briefing, data science, and engagement with academic and business stakeholders. The team is dynamic, collaborative, and skilled, with the resources and the support to put solutions in motion.

Intent of the process

This process will be used to create a pool of qualified candidates to staff positions at the EC-04 level in TEAD. They may also be used to staff other similar positions of various tenures and/or linguistic profiles within Transport Canada.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in social science, statistics, or economics.
(“Social science” includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, international relations, and other disciplines associated with social science.)
(Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.)

EXPERIENCE:
Stream 1 and 2
EX1: Experience * developing and maintaining collaborative working relationships with multiple stakeholders and partners.
EX2: Experience * in conducting analyses which use economic or statistical theory and quantitative methods.

Stream 2
AEX4: Experience * in analyzing data using statistical/geospatial packages, such as SQL or ArcGIS.
AEX5: Experience * using programming languages Python or R.
AEX6: Experience * on complex data science projects developing machine learning models or building data pipelines.
AEX7: Experience * with version control tools such as GitHub/GitLab and high-capacity infrastructure such as cloud computing services.
