The Canso Canal links Chedabucto Bay to Northumberland Strait and is operated by the Canadian Coast Guard, Atlantic Region. On average over 2,000 ships with a total tonnage of 1,8M tons transit the Canso Canal every year between Chedabucto Bay to St. George's Bay. The Canso Canal caters mostly to commercial ships, with about 85% owned and/or operated by shipping companies, fishermen and government. The remaining 15% are pleasure craft users.
The operations of the Canso Canal are overseen by the Officer in Charge (OIC) and carried out by the Lockmaster and Canal Person. The Lockmaster will communicate with vessels (clients) via VHF Radio and telephone calls to gather key information (such as, name of vessel, call sign, current draft, length, etc.) and ensure that it’s accurately logged and entered into the ship tracking electronic system. The Lockmaster will use the information gathered to plan and initiate a detailed sequence of operation to ensure the safe passage of vessels transiting Canso Canal. Under the Lockmaster’s direction, the Canal Person will operate the gates and arrestor arms to ensure safe usage of the canal and be ready for any necessary adjustments.
The Officer in Charge, Lockmaster and Canal Person are all responsible for the efficient operation of Canso Canal, care of the property, buildings, structures, equipment and the safety of canal employees, mariners and the public.
The intent of this selection process is to establish a pool of candidates to staff the following anticipatory vacancies at the Canso Canal in Port Hastings, Nova Scotia:
► Officer in Charger, GT-05
► Lockmaster, GL-MOC-07
► Canal Person, GL-MOC-05

Education:
A secondary school diploma or employer-approved alternatives such as:
► An acceptable combination of education, training and/or experience; OR
► A satisfactory score on the Public Service Commission Test approved as an alternative to a secondary school diploma.

Experience:
► Experience using Microsoft Suite, including Word, Excel and Outlook or equivalent.
► Experience working in a canal facility or a marine industrial facility, such as, but is not limited to:
o Marine railway slip or drydock;
o The operation of cranes and lifting equipment
o Experience at sea; OR
o Performing the duties of a Certified Journey Person.
In addition to above, the Office in Charge, GT-05 must have experience in the following:
► Experience supervising staff or leading a team*
*This experience may include, but is not limited to: assigning work, monitoring progress, managing labor relations cases, managing or assessing performance, developing and implementing training plans or staffing plans, and/or responsible for the hiring or assessment of candidates.

Abilities:

► Reliability or Secret security clearance, depending on the position to be staffed.
► Requirement to wear and maintain a uniform, CSA approved safety footwear, and personal protective equipment to Canadian Coast Guard standards.
► Requirement to work shift work (12 hour shifts) in a 24/7 operation from April 1 until December 24, yearly. Shifts for operating employees are 0730 to 1930 hours and 1930 to 0730 hours.
► Requirement to work a 12 hour shift on short notice to fill vacancies due to temporary staff shortages.
► A valid Health Canada Medical may be required (Currently under review)
In addition to above, the following condition of employment apply to the Officer in Charge, GT-05:
►Requirement to travel within Canada.
►Requirement to work overtime, including evenings, nights and weekends, as per collective agreement.
