Duties

The ideal candidate for this opportunity will:

• Manage a group of professionals in creating awareness of federal procurement opportunities and the Office of Procurement Assistance Canada (PAC) mandate throughout the Ontario region.
• Lead operational planning and execution of target PAC outreach and engagement initiatives
• Facilitate and host seminars and webinars, one-on-one consultations, and presentations to large (100+ participants) and diverse groups of suppliers and other stakeholders virtually or in person.
• Promote federal procurement opportunities, education and knowledge transfer to support businesses.
• Deliver presentations on procurement topics such as: doing business with Government of Canada, Bidding on Opportunities, procurement tools (eg. Electronic procurement system) and methods of supply.
• Advance various procurement priorities of the Government of Canada including innovation, green and social procurement initiatives (green businesses, businesses owned or led by women, businesses owned by Indigenous peoples, businesses in minority official language communities, and businesses in multicultural communities).
• Research procurement trends and practices and leverage findings to support barrier reduction and Procurement Modernization.

PSPC’s Office of Procurement Assistance Canada in the Ontario Region (PAC OR) provides a diverse and inclusive work environment, often in a virtual context backed by a strong and integrated team. Intent of the process

The immediate need is to staff one indeterminate Team Lead in Procurement Assistance Canada, with an English Essential language requirement in Toronto, Ontario. Applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) could be established to staff similar positions at an identical or equivalent group and level with various linguistic requirements and security profiles. This process could be used to fill the needs of various durations (acting, assignment, deployment, indeterminate or term, secondment) within PSPC. Degree equivalency

Recent* and significant** experience in the development and implementation of procurement strategies for goods and or services and/or construction.

*Recent is defined as within the last 5 years
**Significant experience means a cumulative minimum work experience of approximately 2 years which includes several procurement activities such as; development of procurement strategy and plans, procurement documentation preparation, bid evaluation, negotiation, development or in-depth review of evaluation criteria, awarding contracts, contract administration etc.

Significant* experience in stakeholder** engagement.

*Significant is defined as experience associated with having performed a range of engagement activities undertaken on a regular basis for approximately 2 years. Examples include; planning and delivering presentations, facilitating meetings (supplier engagements, industry consultation, round tables) and participation at industry events or academic conferences.

**Stakeholders examples include, but are not limited to other levels of government, non-governmental organizations, academia, industry, or other groups.

Experience preparing materials such as briefing notes, proposals, reports or presentations for the purpose of providing advice to senior management officials and business audiences.

Experience working effectively on a project or an initiative within a ***multidisciplinary team.

***Multidisciplinary means a group of members with diverse but complementary experience, qualifications and skills, who contribute to the achievement of the specific objectives of the organization.

Graduation from a post-secondary institution with acceptable specialization in a field of study relevant to the position including but not limited to; purchasing, supply chain operations, business administration, logistics, marketing and communications.

Certification relevant to the duties such as; Certified Federal Specialist in Procurement (CFSP), Certified Federal Specialist in Material Management (CFMM) or Certified Supply Chain Management Professional (CSCMP).

Degree equivalency

Experience in planning, evaluating, negotiating and managing public procurement of medium complexity. This level is defined as transactions over $100,000 or where trade agreements apply or multi-years or multi-clients.

Experience in building and maintaining partnerships with various stakeholders such as federal government officials or other orders of governments, Indigenous communities, Black and/or other racialized communities and academia; This might include event planning or providing other event logistical support such as organizing hospitality, registration, site facilities and other relevant experiences.

Experience managing human resources. Examples of managing human resources include: assigning work, managing performance, developing strategic resourcing plans, talent management, managing labour relations issues, approving training etc. Applicants must indicate the number of staff they supervised and the duration.
