The Department has formally transitioned from an employer-directed remote work posture to a flexible (hybrid) work model.

Executives are generally expected to be onsite at least 2-3 days a week or 40-60% of their regular schedule.

Providing onsite leadership, building teams, and supporting employees to grow and develop are all examples of why executives need to be onsite. These roles are complementary to specific activities such as collaboration, strategic planning, rapid problem-solving, serving clients, supporting ministers and celebrating successes all of which benefit from in-person interaction.

Intent of the process

As a large and dynamic organization, current and future opportunities will primarily focus on the management of IT applications, IT Operations, and IT Technical Debt at the Executive Director level.

A pool of partially or fully qualified candidates may be established from this selection process and may be used to staff positions with similar requirements within Employment and Social Development Canada. The results may also be used for other jobs that may become available at ESDC and across the federal public service. These could be permanent positions or jobs for a specific time period. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
ED: Graduation with a degree from a recognized post-secondary institution in computer science, information technology, information management or another specialty relevant to the position OR an acceptable combination of education, training and/or experience*.

Definition:
* To satisfy the acceptable education and training component, candidates must have successfully completed two (2) years of a single or cumulative post-secondary educational program(s) in computer science, information technology (IT), information management (IM) or another specialty relevant to the position.

Degree equivalency

EXPERIENCE
EX1: Recent (1) experience (2) at a director level (3) in leading at least two IM/IT domains (disciplines) (4).

EX2: Experience (2) in providing strategic advice to senior management on complex (5) IT issues.

EX3: Experience (2) in establishing and maintaining strategic partnerships and building consensus with multiple internal and external stakeholders.

EX4: Recent (1) experience (2) in managing human and financial resources (6).

Definitions:
(1) Recent is defined as experience acquired approximately within the last five years

(2) Experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of activities related to this task, which are normally acquired over a period of two consecutive years.

(3) Director or Executive at the equivalent level. In the public service, IM/IT directors would typically be at the EX-01 or IT-05 classifications; however, other classifications may be used by individual departments. In the private sector, the typical title for an equivalent role would also be director, but other titles may be used by companies. To qualify, the candidate must clearly demonstrate that the nature of the work was IM/IT, as defined by the list of the IM/IT domains (disciplines) in scope of this process (4); and, clearly demonstrate that the candidate leads multiple IM/IT teams in the delivery of their respective IM/IT domains at the director level.

(4) The list of the IM/IT domains (disciplines) in scope of this process is presented below:
- IM/IT Strategic Planning
- IM/IT Enterprise, Application and Technology Architecture
- Application Development, Deployment, and Management
- Programme, Portfolio, and/or Project Management
- Software Engineering
- Information Management
- IT and Cyber Security Management and Operations
- Distributed Computing Management and Delivery
- IM/IT Service Management
- IM/IT Infrastructure Operations
- Management of Aging IT and Technical Debt
- Business Continuity and IM/IT Disaster Recovery Planning

(5) Complex is understood by at least two of the following characteristics: multidimensional, sensitive and confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service/private sector, or having potential for significant media coverage.

(6) Candidates must clearly include the approximate size of the teams that they supervised, demonstrate that they have managed and supervised employees, established work plans, and performance objectives and assessed performance. Must also show evidence of managing and being accountable for a budget, the size of the budget, including being responsible for financial planning, forecasting and reporting.

ASSESSMENT
As noted above, Employment and Social Development Canada has both pressing and emerging needs to fill EX-02 positions. Depending on the number of applicants, volume management strategies such as random selection, application of one (1) or more assets, top-down approach, and/or cut-off scores may be used for the purpose of managing and prioritizing applications/candidates, conducting interviews, and establishing the resulting pool.

A multi-tier model may be used for screening or any other steps in the process. Priority could be given to candidates that specialize in the following IM/IT disciplines (domains):

- Application Development, Deployment, and Management
- Distributed Computing Management and Delivery
- IM/IT Service Management
- IM/IT Infrastructure Operations
- Management of Aging IT and Technical Debt
- Business Continuity and IM/IT Disaster Recovery Planning

Should you pass the screening phase, you may be invited to complete a written assessment and/or participate in an interview.

REFERENCE
Reference checks will be sought. Applicants are required to be ready to provide the names, titles, and contact information of referees (current supervisor, previous supervisor, colleague, and subordinate). Please note that reference checks could take place at any time during the selection process. The Assessment Committee also reserves the right to contact references other than the ones submitted by the applicants (only within the Public Service), in order to finalize the assessment.

All of the information collected during the selection process (including key leadership competencies, behavior and communication), from the time of application until the end of the process, will be used to assess the applicants.
