This department provides social, economic, and health programs and services directed to First Nations, Inuit and Metis. Successful candidates will be required to work at the work site in a hybrid work mode. A part-time telework agreement may be discussed and implemented at the time of hiring in accordance with the operational needs of the position to be filled.

Intent of the process

The intent of this process is to fill 10 positions across ISC. Depending on the operational needs, a term or an indeterminate offer could be made.

A pool of qualified candidates will be created and could be used to staff similar positions of the same group and level with different language requirements, security requirements, terms and conditions of employment, locations or durations (acting, assignment/secondment, deployment, term and/or indeterminate) within Crown Relations and Northern Affairs Canada and Indigenous Services Canada, but could also be shared to other departments across Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in a field* relevant to the duties of the position.
Or
An acceptable combination** of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed.

*Fields relevant to the position include, but are not limited to: public administration, economics, business administration, political science, finance or commerce.

**The acceptable combination is defined as: secondary school diploma with five (5) years of experience in a field directly related to the position (such as economic development, land development, real estate development).

Degree equivalency

◊ Significant* and recent** experience in reviewing and analyzing complex proposals such as business or procurement plans or economic development proposals, or complex*** financial documents.
◊ Significant* and recent** experience in providing financial, economic or business advice to stakeholders or other government organizations.
◊ Significant* and recent** experience in providing advice and recommendations to senior management (such as directors and above) through correspondence, briefings or reports.

DEFINITIONS

*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various, complex related activities which are normally acquired over a consecutive 24 month period. The amount, the complexity and the diversity of activities, as well as the autonomy level will be taken into consideration.

**Recent experience is defined as experience acquired within the last (5) years.

***Complex is defined as consisting of many different and connected parts which could include operating and investment assets, liabilities and equity, financing, related income measurement and disclosure and cash flow for different types of entities (ie. for profit, not for profit, etc).

ASSET EDUCATION
◊ Master’s degree in a field relevant to the position OR an acceptable professional designation. (CPA, CGA or CMA)

Degree equivalency

ASSET EXPERIENCE
◊ Experience in engaging stakeholders on advancing Indigenous interests in emerging economic, procurement or business development opportunities.
◊ Experience working with Indigenous communities, businesses and economic development organizations to implement economic development programs.
◊ Experience in working in a partnership role with officials from other federal departments, provincial governments, private sector or non-government organizations.
