The Financial Planning and Analytics Division’s primary mandate is to improve financial decision-making at IRCC and make it more evidence-based. We do this by finding and employing innovative ways to connect partners with the financial information they seek. We also provide tools and implement processes for proactive and data-driven financial planning. However, our work often extends beyond Finance and into corporate planning and strategy; for example, we are currently working to tackle the challenge of ensuring that change initiatives within the Department yield demonstrable benefits. Our function is relatively new and our work is constantly evolving, but it maintains a core of continuous improvement and innovation. Within our team, you will have plenty of opportunity to create and transform, and you will work alongside colleagues who are motivated to drive change.

DUTIES

We currently have open FI-03 positions in the Reviews and Assessments unit of the Financial Planning and Analytics Division. This unit works on specific, one-time initiatives to promote the Division’s broader objectives.

The team’s work may change over time, but currently includes the following:
• Conducting financial reviews of programs/functions to understand how resources are consumed, including establishing cost drivers and productivities.
• Creating or transforming tools and processes that integrate financial and business information and solve existing problems.
• Developing a new Departmental approach to ensuring that IRCC’s change initiatives (e.g. transformation projects) achieve their intended benefits.

Intent of the process

The immediate need is to staff two positions on an indeterminate basis.

A pool of qualified candidates may be established to staff similar positions at Immigration, Refugees, Citizenship Canada at an identical group and level with various official language proficiencies (Bilingual at intermediate or advanced level), various security profiles (Reliability, Secret) and various tenures using various staffing mechanisms.

This means that candidates who demonstrate that they have the essential criteria but who are not chosen for the vacant positions could potentially be considered for other positions in the future.

EDUCATION
Ed1. A minimum of bachelor’s degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.*
OR
Eligibility** for a recognized professional accounting designation. The recognized professional accounting designation is Chartered Professional Accountant (CPA).

* Positions in the Financial Management Group include a wide range of Accounting/Finance functions, including but not limited to Accounting Operations, Corporate Accounting, Financial Reporting, Financial Systems, Financial Audits and Reviews, Financial Policies, Internal Controls, Financial Advisory Services, Financial Planning and Budgeting, Financial Strategy and Costing. Therefore, experience related to any of these areas, or other Accounting/Finance functions, will qualify. There is no minimum number of years for this criterion.

** The term “Eligibility” means the candidate has met all academic requirements of the program for a recognized professional accounting designation as outlined by the association.

Degree equivalency

EXPERIENCE
E1. A minimum of five (5) years of professional work experience, including at least three (3) years of experience in one or a combination of the following fields:
• Financial planning and strategy
• Managerial accounting
• External audit
• Internal audit
• Financial reviews
• Financial process improvement or financial transformation
• Financial analytics
• Project management (as a discipline, e.g. a project manager role)
• Oversight and/or provision of guidance to an organization's portfolio of projects (for example, working in an Enterprise Project Management Office)
• Benefits realization / benefits management

E2. Experience in proposing, designing and implementing changes to solve complex problems

E3. Experience in analyzing financial or business information and providing advice and recommendations to senior management* on complex issues.

* Senior management is defined as director level (or equivalent) and above, either within the organization or at external clients/stakeholders.

To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). Moreover, prospective appointees who are Regulated Canadian Immigration Consultants (RCICs) would be required to resign from the College of Immigration and Citizenship Consultants. Of note, a “leave of absence” from the College does not meet IRCC’s requirement in the matter.

ASSESSMENT:

Please be aware that we anticipate assessing candidates between mid-December and mid-January 2023. We ask that candidates make themselves available wherever possible, and to inform us of any anticipated leave during this time period.

You may be assessed using a variety of assessment tools, such as, but not limited to, standardized tests, written exams, interviews, simulation exercises, reference checks, recent and past performance evaluations, self-assessments, candidate achievement record, etc.

TOP-DOWN APPROACH:
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications. A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset criteria and/or organizational needs may also be applied at the screening stage.

EDUCATION:
