√ The position is located at CED's head office in Montreal, where the majority of DGCom's positions are located. The agency promotes a flexible hybrid work model and has several offices across Quebec. Arrangements may be considered; you must be willing to work from one of the CED offices in Quebec.

Intent of the process

The purpose of this process is to staff an indeterminate position.
A pool of qualified candidates could be established that could be used to staff positions with similar requirements within Canada Economic Development for Quebec Regions and other departments.

EDUCATION

Graduation with a degree from a recognized post-secondary institution in a field related to the position.

Degree equivalency

EXPERIENCE:

EX1. Significant experience* in managing complex** issues and providing strategic advice to senior management and decision-making bodies (e.g. Board of Directors, Executive Committee, Minister's Office).

EX2. Significant experience* in building and maintaining collaborative relationships with a variety of partners, both internal and external to his/her organization, to support the achievement of organizational priorities and objectives.

EX3. Significant* executive experience in managing the development and implementation of major communications, policy or program strategies, initiatives and projects that produce positive results.

EX4. Significant* experience in human resources management *** and financial management ****.


*Significant experience" is defined as experience that, in its breadth and depth, is normally equivalent to at least two (2) years of work experience. The complexity and diversity will be considered.

** Complex" is defined as issues that have at least three (3) of the following characteristics: multi-dimensional, sensitive and confidential, involving multiple partners or stakeholders, precedent setting or having a major impact at the public service/private sector level or having the potential for significant media coverage.

***Human Resources Management: applicants must clearly demonstrate that they have managed and supervised employees, established work plans and performance goals, and evaluated performance. Candidates must specify the approximate size of teams they have supervised and the groups and levels.

****Financial Management: Applicants must clearly demonstrate that they have managed and been responsible for a budget. Applicants must also specify the size of the budget(s).

AEX2 - Experience working with various departments or Ministers' offices in managing complex and sensitive communications issues.
