The Grants and Contributions Management Branch is made up of various divisions: Fiduciary Risk, Audit and Fraud, Financial Advisory Services for Grants and Contributions, Program Services for Grants and Contributions, Financial Policy and Office of Innovative Finance. Each team includes dynamic, motivated and positive individuals, always looking for opportunities to improve and innovate our tools and processes. They pride themselves on delivering quality work, assuring the Department's Chief Financial Officer that funds provided to organizations are used for their intended purpose, in accordance with the terms of their financial instrument, and provide value for money.
These employment opportunities are posted for positions at the FI-02 level within the Grants and Contributions Management Branch within the Financial Compliance Unit, and within the Financial Advisory Services for Grants and Contributions Unit and can also be used to fill similar roles in other units in the division. The Financial Compliance Unit is responsible for coordinating and planning activities to build the financial capacity of our partner organizations, developing and implementing the annual audit plan, and much more.
The Financial Advisor team is responsible for providing due diligence on initiatives requiring an initiative assessment, reviewing and supporting budget negotiation, and providing financial advice related to instruments.
The Financial Risk Assessment Unit (FRAU) is responsible for assessing the financial risks of organizations considered for GAC funding and monitoring the financial status of organizations with active agreements. Assessments are based on analysis of the organization's financial statements and review of its active and proposed projects with GAC to assess its financial management health and capacity. Ratings also take into account other factors. Following the assessments, FRAU provides financial advice and recommendations to mitigate identified financial risks. When an organization's financial situation deteriorates, FRAU conducts an in-depth analysis of the organization to understand its situation and suggest improvements.
The immediate intent of this process is to staff three (3) indeterminate positions with a bilingual imperative (BBB/BBB) linguistic profile.
In addition, a pool of fully or partially qualified candidates will be established to staff similar or identical positions within Global Affairs Canada with various tenures (indeterminate, various specified periods) and a bilingual imperative (BBB/BBB) linguistic profile.

EDUCATION:
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;
OR
eligibility for a Chartered Professional Accountant (CPA) designation from a recognized professional association.
EXPERIENCE:
E1.One year of experience within the past ten (10) years performing audits in accordance with Generally Accepted Auditing Standards (GAAS) of for-profit, not-for-profit, and Crown corporations;
E2. One year of experience within the past ten (10) years providing financial advisory services;
E3.Two (2) years of experience in an accounting-related field, including one year of experience within the past ten (10) years performing audits in accordance with generally accepted auditing standards (GAAS) of for-profit, non-profit, and Crown corporations;
* Note that to be eligible for this staffing process, you must demonstrate that you meet both Experience 1 and 2 OR that you meet Experience 3.

AE1.Recognized accounting, designation (CPA) in Canada;
