There are four work units that will be hiring immediately through this staffing process and a pool will be created to staff similar types of positions in future. These units and duties within Real Property Services include the following:
𝐄𝐂-𝟎𝟓 & 𝐄𝐂-𝟎𝟔
❋ The Strategic Portfolio Planning (SPP) is part of the Infrastructure Asset Management (IAM) service line. IAM operates a wide range of infrastructure assets across the country namely various bridges, dams, marine infrastructure and roads. This service line is managing a program of works to ensure sound stewardship of engineering assets, ranging from repairs, rehabilitation and replacement as they come to the end of their service life. This includes engineering, asset management, project delivery and policy development and compliance. The SPP group is responsible for planning the long-term management of these assets. The duties of the analyst positions require strong socio-economic analytical skills and the ability to translate engineering asset management policy into strategy. For example, the Analyst will assist with developing medium and long-term strategies for individual assets, which involves research, engaging with others, and bringing ideas to the table.
❋ The National Investment Management (NIM) within the Portfolio and Asset Management group assists real property and infrastructure project leaders to optimize and align their projects and provide advice to guide projects through the governance and approval process. NIM also houses the National Centre of Expertise (NCOE) that opines on investment and governance best practices, manages governance tools such as the business case template and provides training on nationally important topics in real property and investment management. The Analyst will support the collection, visualization, and integration of data into governance and real property best practices within the sector to support its use, innovation, and create efficiencies in work across the sector. In addition, will assist in integrating existing data, data analytics, and dashboards into cohesive and accessible formats and advise on implementing the automation of governance onboarding, decision tracking, and other sector workflows.
𝐄𝐂-𝟎𝟓 𝐎𝐍𝐋𝐘
❋ The Energy Services Acquisition Program (ESAP) within the Strategic Sourcing service line is modernizing the network for the central heating and cooling plants that provide service to more than 80 buildings in the National Capital Region. This modernization will significantly contribute to the greening of government operations by reducing greenhouse gas emissions and paving the way to using carbon-neutral fuels at a lower cost than maintaining and operating the current outdated system.
o The Energy Services Modernization Project (ESMP) is being delivered as a public-private partnership that will replace the current infrastructure and will operate and maintain the system over a 35-year period. Specifically, the Analyst position will be responsible for assisting the ESAP teams in preparing financial forecasts, monitoring commitments and expenses and preparing financial reports. Duties will also include providing analysis and support in developing costing model options for the future ESAP business model mentioned below, then transitioning the finance structure from the current to the new model. o The Strategic Planning team within ESAP responsible for the district energy system (DES) will plan the future business model of ESAP in parallel with implementation of the above modernization project. This includes developing a business case that proposes a new business model, seeking approvals and finalizing the future rate structure for the DES. The Strategic Planning team is also coordinating indigenous engagement activities for ESAP. The Analyst will be a key member of the team responsible for developing the business case and navigating the approval process with senior management and central agencies.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
