Intent of the process

To staff indeterminate AS-5 positions. A pool of qualified candidates may be established and may be used to staff similar positions on an indeterminate or term basis with various linguistic profiles within the public service.

The Public Service Commission has begun its Transition Plan to Hybrid Work. Employees are currently required to report at a Public Service Commission (PSC) office building at least once a week. Gradually by April 1, 2023, employees will be required to work from the office at least two days a week and will have the option to telework the rest of the week, subject to operational requirements. We will therefore continue to rediscover the value of shared in-person experiences that are essential to cohesive, collaborative, and high-performing organizations. A secondary school diploma or an acceptable combination of education, training and/or experience.

EXPERIENCE:

EX1 Experience in at least one of the following;

STREAM 1 : Senior Officer Change Management and Communication
EX1.1 The development and execution of organizational change management and communication plans; or,

STREAM 2 : Senior Officer Training Development and Implementation
EX1.2 Training development and delivery; or,

STREAM 3: Senior Project Planning and Reporting Officer / Portfolio Officer
EX1.3 The management of projects; or,

STREAM 4 : Senior Business Analyst
EX1.4 Requirements or user experience elicitation sessions.

ALL STREAMS
EX2 Experience providing advice to management, clients and/or employees.
EX3 Experience with the preparation and delivery of presentations to a variety of internal and external stakeholders.

EX(A)1 Experience in managing and coaching change agent networks.
EX(A)2 Experience in conducting and analyzing change management assessments and making recommendations and providing reports of results.
EX(A)3 Experience in conducting needs analysis (ex. communication, training and resistance).
EX(A)4 Experience with the Prosci ADKAR Model or other certified OCM Models, tools, and frameworks

STREAM 3: Senior Project Planning and Reporting Officer / Portfolio Officer
EX(A)5 Experience using project management tools such as MSProject, TeamGantt, etc.

PSEE - Test of Judgement UIT

Applicants must complete the Public Service Entrance Exam: Test of Judgement Unsupervised Internet Test as part of the screening for this selection process. This test assesses the judgement required for solving problems in work-related situations. You will have 75 minutes to complete the test. You must complete the test before you submit your application for this position.
